Ապրիլյան պատերազմից հետո Մարդու իրավունքների եվրոպական դատարան հայկական կողմից ընդդեմ Ադրբեջանի ներկայացվել է 350-ից ավելի գործ: Այս մասին լրագրողների հետ հանդիպմանը նշեց միջազգային իրավունքի մասնագետ, իրավաբան Արա Ղազարյանը:
«Ներկայացված հայցերն առնչվում են մի քանի հոդվածների` կյանքի իրավունք, արգելված վերաբերմունք, անձնական կյանքի հարգման իրավունք: Տեսեք, մեզ սահմանից ուղարկված նամակում գրում են, որ վաղուց քնելուց առաջ անձնագրերը դնում են փոքր պայուսակի մեջ և կախում են դռան բռնակից: Պատկերացնում եք այդ մարդկանց վիճակը, սա անձնական կյանքին է առնչվում և անպայման չէ այնտեղ ռմբակոծություն եղել է, թե ոչ: Այսինքն` այդ մարդիկ նորմալ կյանքից զրկված են: Բարձրացրել ենք նաև գույքային իրավունքի, ինչպես նաև խտրականության հարցը: Ներկայացրել ենք այն, որ մարդիկ սպանվել են, գույքից զրկվել են, որովհետև հայ են»,-«Արմենպրես»-ի հաղորդմամբ՝ ասաց Արա Ղազարյանը՝ ընդգծելով, որ ակնկալում են իրավական պաշտպանության արդարացի փոխհատուցում:
Արա Ղազարյանը տեղեկացրեց, որ դատարանը մոտ երկու տասնյակ գործ շատ արագ կոմունիկացրել է: «Դա անկեղծ ասած մեզ համար անսպասելի էր: Եվրոպական դատարանը հասկացավ, որ Եվրոպայի խորհրդի տարածքում, նույնիսկ թեև զինված բախում է, բայց զինվորի գլուխ կտրելը արտառոց երևույթ է: Եվրոպայի խորհուրդը չի կարող թույլ տալ, որ իր տարածքում նման բան տեղի ունենա»,-ասաց իրավաբանը:
Նա նշեց, որ այս պահի դրությամբ իրենց աշխատանքային խումբը շարունակում է իր գործունեությունը, վերջին գործը, որ դատարանին ուղարկվել է, կապված է եղել Չինարի գյուղում տեղի ունեցած դեպքերին, երբ 3 հայ զինվոր խրամատում սպանվեց:
«Մեզ շատ են հուզում սահմանամերձ գյուղերի պարբերական ռմբակոծությունները: Մտածում ենք աշխատանքային խմբով մեկնել այդ բնակավայրեր կապ հաստատել այն բնակիչների հետ, որոնց կյանքն անխուսափելիորեն վտանգի տակ է, գույքի վնաս է կրել: Այստեղ նույնպես փաստերը կհավաքագրենք, մի խոսքով սա շարունակական գործընթաց է, որը երկար կտևի: Գիտեք, միջազգային կառույցները միշտ էլ փորձել են պարիտետային դիրքից հանդես գալ, բայց եթե իրենք այս կոնֆլիկտը հասկանան մի փոքր այլ կերպ, այն, որ, սա կոնֆլիկտ է հանուն փրկության, այլ ոչ թե զուտ տարածքների, ապա այդ դեպքում նրանք կհասկանան, որ սա արդարացի պայքար է»,-ասաց Արա Ղազարյանը:
«Ընդդեմ իրավական կամայականության» ՀԿ նախագահ Լարիսա Ալավերդյանը նշեց, որ շարունակական աշխատանքը պետք է տարվի տարբեր հարթակներում, թե քաղաքական, թե իրավական:
«Արցախի հարցը պետք է պատշաճ հարթության վրա դնենք: Ադրբեջանը շարունակում է ռազմական հանցագործությունները` օգտագործելով ինչպես արգելված զինատեսակներ, այնպես էլ դրանք` ուղղելով խաղաղ բնակչության դեմ: Պետք է միջազգային հարթակներում հստակ տեղ հասցնել այն, որ դա ցեղասպանական քաղաքականության դրսևորում է, այստեղ չպետք է դիտարկվի որևէ ընդհատում`սումգայիթյան դեպքերից մինչ այսօր շարունակվող գործառույթները հստակորեն կարելի է բնութագրել այդ դաշտում»,-ասաց Լարիսա Ալավերդյանը: Նրա խոսքով, եթե դա չարվի, ապա Ադրբեջանը շարունակելու է ահաբեկչական քաղաքականությունը:
