Հայաստան-Եվրամիություն համագործակցության պատրաստվող նոր փաստաթուղթը հատուկ ձևաչափ կունենա: Եթե մինչ այս ԵՄ-ն այլ երկրների հետ տարբեր խորության ու լրջության Ասոցացման համաձայնագրեր էր կնքում, ապա Հայաստանի դեպքում այն չի համարվի Ասոցացման պայմանագիր, բայց կլինի յուրօրինակ փաստաթուղթ, որը կփոխարինի մինչ այս գործող համագործակցության պայմանագրին` կնքված 1999 թվականին: Նման տեսակետ լրագրողների հÕ �տ հանդիպման ժամանակ հայտնեց քաղաքագետ Սերգեյ Մինասյանը:
Նրա խոսքով` այն պատրաստությունները, որ տեսնում էին կողմերը մի քանի ամիս շարունակ, արդեն իրականություն է դառնում: «Այս պահին ոչ թե քննարկում է նոր փաստաթղթի հարցը, այլ արդեն շուտով տեղի կունենա իրական բանակցային գործընթաց նոր իրավական փաստաթղթի շուրջ, որը կառնչվի տնտեսական, քաղաքական բլոկի հարցերին, վիզայի ազատականացմանը, ժողովորդավարության ու մարդու իրավունքների ոլորտներում Հայաստանին աջակցելու ծրագրերին»,- ասաց Սերգեյ Մինասյանը` հավելելով, որ փաստաթղթի բովանդակութÕ �ունը մոտ կլինի այն դրույթներին, որոնք ԵՄ-ն Հայաստանի և Արևելյան գործընկերության մյուս երկրների հետ քննարկում էր մինչև 2013 թվականի Վիլնյուսի գագաթնաժողովը:
Քաղաքագետի դիտարկմամբ` բացառությամբ տնտեսական ու մաքսային հարցերին առնչվող մի շարք կետերի, որոնք համադրելի չեն ԵՄ-ԵԱՏՄ շրջանակներում, մնացած դրույթները կներգրավվեն փաստաթղթում:
Անդրադառնալով Հայաստանի որդեգրած «և,և»-ի քաղաքականությանն ու Եվրամիության հետ նոր սերտացող հարաբերությունների վերաբերյալ Ռուսաստանի արձագանքին` Սերգեյ Մինասյանը նշեց. «Չեմ կարծում, որ լուրջ անհանգստություն կլինի Ռուսաստանի կողմից: Ընդհակառակը, այս պահին Ռուսաստանն առավել շահագրգռված կլինի համագործակցության նոր եզրեր գտնել Եվրամիության հետ: Հայաստանի օրինակը կարող է լավ տարբերակ լինել գոնե տեսականորեն, որի դեպքում կարելի է խոսել ԵԱՏՄ-ԵՄ սինխրոնիզացիայի մասին»:
Հոկտեմբերի 12-ին Եվրամիության արտաքին գործերի խորհուրդը Եվրահանձնաժողովին թույլատրել է նոր իրավական հիմքի վրա Հայաստանի հետ բանակցություններսկսել։
