Վերնագրում հնչող հարցի պատասխանը մենք չունենք: Հավանաբար տեղական ղեկավարները, երեկ Գյումրի կատարած վարչապետի այցից հետո նրան հյուրասիրության են տարել: Բայց անհայտ է ՝ սեղանին քյալլա է դրված եղել, թե ուրիշ բան: Ամեն դեպքում վարչապետին խորհուրդ կտանք Գյումրի գնալուց քյալլա ուտել, որովհետև դա միակ արժեքավոր բանն է, որ կարող է անել վարչապետը: 
Իսկ եթե լուրջ, ապա Կարեն Կարապետյանն, ինչպես բոլոր նորեկ վարչապետներն ու կառավարությունները, հետ չմնաց մոդայից և Գյումրու զարգացման իր տեսլականը հղացավ: Սակայն, մեկ տարբերությամբ, որ նա իր անձնական և ընտանեկան գումարներից Գյումրիում նախաձեռնություն սկսեց, որ պիտի ուղղված լինի տնտեսության զարգացմանը:

1 Պարոն վարչապետ, ենթադրենք Գյումրիում ձեր նախաձեռնությունը հաջողեց և կենտրոնում ունեցանք գեղեցիկ տուրիստական գոտի, միայն այդքանը բավարա՞ր է: Զբոսաշրջիկի համար արդյոք կան այլ ուղեկցող ինֆրաստրուկտուրաներ, հարմարավետ տրանսպորտ, էժան կեցավայրեր: Եվ բացի այդ ՝ կա արդյոք ընդհանրական տուրիստական հայեցակարգ, թե պիտի եվրոպացի զբոսաշրջիկը հասնի Գյումրի, կես ժամով շրջագայի այդ տարածքում և հետ դառնա Երևան:

2 Չե՞ք կարծում, որ Գյումրիում զարգացմանը նպաստող քայլերի իմաստով ձեր նախաձեռնությունն այդքան էլ առաջնային չէր: Բնականաբար, եթե գումարները անձնական են, դուք այն ծախսում եք անձնական նախաձեռնությամբ: Բայց որպես վարչապետ, ով պաշտոնապես գալիս և վերահսկում է շինարարության ընթացքը ու ենթադրվում է, որ քաղաքական պատասխանատվություն է կրում տեղի ունեցողի համար, վստա՞հ եք, որ հենց սա էր պետք Գյումրիին: Չեմ ցանկանում խոսել անօթևան ընտանիքների ու դոմիկների մասին: Եկեք խոսենք աշխատաշուկայի մասին: Բնականաբար, ժամանակակից պետությունը խնդիր չունի քաղաքացուն աշխատատեղ տալու, բայց պետությունը գոնե կարող է խորհուրդներ տալ, թե ինչպես գտնել աշխատանք, ինչ անել, որտեղից սկսել և այլն:

3 Պարոն վարչապետ, ձեզ առայժմ չի հաջողվում Հայաստանը ողողել ներդրումներով: Առանց դրա հնարավոր չէ լուրջ փոփոխություններ իրականացնել երկրում և դա դուք գիտեք բոլորից լավ: Ստվերի կրճատումը, հարկային քաղաքականության խստացումն ու կոռուպցիոն ռիսկերի բացառումը, օպտիմալացումը, կարևոր, բայց փոքր քայլեր են, որպեսզի երկրում բեկում մտնի, այնպիսի բեկում, որի մասին դուք սիրում եք խոսել: Առանց տնտեսության փոփոխության, դրանից բխող ենթակառուցվածքների ու նաև հասարակական մթնոլորտի փոփոխության, միթե ձեր գյումրվա նախաձեռնությունը կստացվի՞: Թե դա պարզապես կլինի հոգու պարտք Գյումրուն ձեր կողմից: Որպես մարդու ձեզ շնորհակալ կլինեն այդ փողոցների համար, իսկ որպես վարչապետի՞: 
Դժվար է կասկածել, որ վարչապետը հավանել է Գյումրին, քաղաքի ճարտարապետությունը, հին փողոցների մթնոլորտը: Ակնհայտ կան ազնիվ մղումներ Կարեն Կարապետյանի գործողություններում: Խնդիրն այլ տեղ է, այդ մղումները անձնակա՞ն են, թե՞ քաղաքական:
