Մինսկի խմբի շրջանակներում իրականացվող գործընթացը ոչ թե հակամարտության կարգավորման  փորձ է, այլ մենեջմենթ: Հայաստանի և Ադրբեջանի նախագահների՝ աշնանը կայանալիք հանդիպումից ևս լուրջ փոփոխություն սպասել պետք չէ: «Արմենպրես»-ի հաղորդմամբ՝ հուլիսի 21-ին կայացած ասուլիսում այս մասին ասաց քաղաքագետ Ալեքսանդր Իսկանդարյանը:

«Արդեն քանի տարի է՝ Մինսկի խումբը չի զբաղվում հակամարտության կարգավորման փորձով, այլ՝ կոնֆլիկտի մենեջմենթով: Բոլոր հանդիպումներն այս մենեջմենթի փորձերի շրջանակներում են: Նրանք փորձում են պարզապես նվազեցնել բռնության մակարդակը և խուսափել լայնածավալ պատերազմից«,-ասաց քաղաքագետը:

Նրա խոսքով՝ հանդիպումների գործընթացը կշարունակվի, որպեսզի այն մշտապես միջազգայնացվի: «Կարծում եմ՝ այն դիվանագետները, որոնք կազմակերպում են բանակցությունների գործընթացը, նույնիսկ լուրջ մուտք չունեն իրենց երկրի արտաքին գործերում: Հիմնականում բանակցությունները լինում են փոխնախարարների մակարդակով»,-ասաց Իսկանդարյանը:

Քաղաքագետի խոսքով՝ ներկայում պետք չէ ակնկալել  Վիեննայի և Սանկտ Պետերբուրգի պայմանագրերի իրականացում: Ադրբեջանը չի ուզում իրականացնել պարտավորությունները և այդ մասին հստակ ասում է քաղաքագետների միջոցով: «Այդ մասին հատկապես լսել եմ պատգամավոր  Մուսաբեկովի հարցազրույցում: Դրանում ակնհայտորեն ասվում է, որ Ադրբեջանը պատրաստ չէ գնալ վստահության մեխանիզմների հաստատմանը, քանի որ այն կուժեղացնի հայկական կողմի դիրքերը»,-ասաց նա:
