Տնտեսական լրագրողների ակումբն ու Կոնրադ Ադենաուեր հիմնադրամի հայաստանյան մասնաճյուղը հուլիսի 20-ին «Տեղական ինքնակառավարման խնդիրները Հայաստանում» թեմայով կոնֆերանս են անցկացրել Գյումրիում: Կոնֆերանսին մասնակցել են ՀՀ տարածքային կառավարման եւ զարգացման զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանը, ՀՀ Շիրակի մարզպետ Արթուր Խաչատրյանը, համայնքների ղեկավարներ, ՀԿ բնագավառի ներկայացուցիչներ: Քննարկման ընթացքում անդրադարձ է եղել տարածքային զարգացման ռազմավարական մոտեցումներին ու համայնքների խոշորացման ֆինանսատնտեսական և հոգեբանական հետևանքներին, համայնքային բյուջեների ձևավորման և կառավարման արդյունավետության գնահատմանն ու Շիրակի մարզում ժողովրդագրական խնդիրներին: Ինչպես տեղեկացրին Շիրակի մարզպետարանից, ներկաները հատկապես անդրադարձել են Հայաստանում իրականացվող վարչատարածքային բարեփոխումներին: ՀՀ տարածքային կառավարման եւ զարգացման զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանը նշել է, որ բարեփոխումները կառավարման արդյունավետության բարձրացմանն են միտված:

Թեմայի շուրջ շահագրգիռ քննարկման ընթացքում Շիրակի մարզպետ Արթուր Խաչատրյանը ողջունել է նման ձեռնարկի իրականացումը Շիրակի մարզում՝ ընդգծելով, որ բարեփոխումների վերաբերյալ շատ քննարկումները կկարողանան հանգեցնել ճիշտ եզրահանգումների: «Մենք հիմա խոսում ենք օրակարգային խնդիրների մասին, վարչատարածքային բարեփոխումների թեման շատ ավելի ընդգրկուն թեմա է, քան համայնքների ուղղակի խոշորացումը: Շատ կարևոր է, որ համայնքը պատասխանատվություն վերցնի, կազմակերպչական իմաստով հզոր լինի: Խոշորացումը մեզ հնարավորություն կտա հզորացնել տեղական ինքնակառավարման համակարգը, զարգացնել ավագանու ինստիտուտը, որ գյուղին, համայնքին վերաբերող որոշումները ընդունվեն ժողովրդավարական եղանակով, աշխատանքները լինեն թափանցիկ»,- խոսքում նշել է Շիրակի մարզպետը:

Կոնրադ Ադենաուեր հիմնադրամի հայաստանյան մասնաճյուղի տնօրեն Թոմաս Դր. Շրապելն էլ կարևորել է ժողովրդավարության զարգացումը, տեղական ինքնակառավարման զարգացումը Հայաստանում:

Ծրագիրն իրականացնողները հուլիսի 21-ին կայցելեն Շիրակի մարզի մի շարք համայնքներ, մասնավորապես կլինեն Սարապատ, Ազատան, Ախուրյան համայնքներում, կհանդիպեն բնակիչներին` խնդիրների քննարկման, փորձագիտական խորհրդատվության տրամադրման նպատակով:
