Վերջին շրջանում մեծ աղմուկ հանեց այն հանգամանքը, որ ՀՀ վարորդական վկայականներով վարորդները, չեն կարող ՌԴ տարածքում աշխատել։ Խոսքն այստեղ վարորդ աշխատելու մասին է։ Իհարկե, այդ վարորդական վկայականները վավեր են, եթե դուք պարզապես ճամփորդում եք, բայց դրանցով չեք կարող ունենալ աշխատանք։

Խմորն սկսեց ավելի շատ ջուր քաշել այն ժամանակ, երբ Երևանում, Ռուսաստանի դումայի ղեկավար Ռոգոզինը հայտարարեց, որ եթե ուզում եք վկայականները վավեր լինեն, ապա պետք է ռուսերենին տաք պետական լեզվի կարգավիճակ։ Սա տրամաբանական շարունակությունն  էր Կիսելյովի հայտնի հայտարարություններին և կիրիլիցայի պատմության։

Առաջանում է տրամաբանական հարց։ Եթե Հայաստանում, ռուսերենին տրվում է պետական լեզվի կարգավիճակ, ապա այդ վարորդական իրավունքի վկայականները դառնում են ռուսախո՞ս։

Պահանջն ինքնին տմարդի է՝  պահանջ ներկայացնողի նման։ Բայց այստեղ, կայսերապետության անսքող նպատակներն են, որոնք առնչվում են Հայաստանի ռուսականացման հետ։ Երբ ռուսներն առաջին անգամ տիրապետություն հաստատեցին Արևելյան Հայաստանում, առաջին քայլերից մեկը որ արեցին, դա ռուսերենի ամրապնդումն էր։ Երկար ժամանակ, «պրեստիժային» էր համարվում ռուսական գիմնազիաներում սովորելը և ռուսերեն գործածելը, իսկ մնացած քաղաքացիներն համարվում էին սարեցի։

Նույն ավանդույթը պահպանվեց նաև խորհրդային միության տիրապետության շրջանում։ ԽՍՀՄ փլուզում հետո, ինչպես գիտենք, ռուսերենը զրկվեց պետական լեզվի կարգավիճակից։ Ու դա բնական է։ Գրեթե մոնոէթնիկ երկրում, չի կարող լինել երկրորդ պետական լեզու։ Սակայն, ինչպես ասում են, ռուսները ոտ-ոտ առաջ են գալիս։ Տիրանալով Հայաստանի ամբողջ անտվանգության համակարգին, մեր իշխանավորներին իրենց ճորտը դարձնելուց հետո ու ընդերքի հսկայական մասը զավթելուց զատ, նրանք անցնում են էքսպանսիայի վերջին՝  մշակութային էքսպանսիայի փուլին, որի միջոցով վերջնական կլուծեն Հայաստանի ստրկացման խնդիրը։ Սա տիպական է բոլոր կայսերապետությունների պարագայում։

Գանք մեր խորհրդարանականների պատասխանին, որոնք քաջություն են ունեցել ասելու, թե ՀՀ-ում այժմ նման օրակարգ չկա։ Պատկերացնու՞մ եք, նրանք համարձակվել են այդքանն ասել։ Հիշու՞մ եք, երբ դեսպան Սվիտալսկին իրական անդրադարձ էր կատարել հայաստանյան իրողություններին, այդ նույն  անձիք, իրար հերթ չտալով ասլան էին կտրել։ Հիմա, երբ խնդիրը դրվում է Ռուսաստանի կողմից, այդ նույն անձիք, լեզուները թաքցրել են համապատասխան հատվածներում ու ինչ-որ կցկտուր բաներ են խոսում։

Բնական է, որ նման անգլուխ ու ստրուկի հոգեբանությամբ օժտված իշխանություններ ունեցող երկրի հետ, ռուսները պետք խոսեն այնպես, ինչպես ցանկանան։ Զարմանալի չի լինի, եթե վաղը կամ մյուս օր, հայտարարեն, թե եթե ընդհանրապես ուզում եք, որ հայերն աշխատեն Ռուսաստանում,. ապա պետք է հիմնը փոխեք ու դնեք ռուսական Կատյուշա երգը։

Սա Հայաստանն է և վերջ։ Երբեք, ավելի հեգնական չէի կիրառել այս արտահայտությունը։
