«Փաստ» օրաթերթը գրում է.

Վարդան Արամյանը թեև գիտի, թե ինչու լումայի կյանքը շատ կարճ տևեց, սակայն պարզվում է, որ այս պահին դրան նոր կյանք պարգևել որևէ կերպ հնարավոր չէ:

Այն ժամանակ երբ ռուբլին փոխարինվել է ազգային արժույթով՝ դրամով, այն գնահատվել է համաձայն ՀՆԱ–ի դոլարային ծածկույթի: Ու քանի որ մի կողմից տեղեկատվության պակաս է եղել, եղածն էլ բավականին լակոնիկ է եղել, այդ պատճառով էլ գնահատված փոխարժեքը՝ մեկ դոլարի դիմաց գնահատվել է 14,71 դրամ: Դրան գումարած շուկայական հարաբերությունները, որի ընթացքում ներքին և արտաքին հաշվեկշիռը պահպանելու համար արտարժույթի գնի «ճշգրտում է» իրականացվում:

«Լուման երբ ներդրվեց, որին հաջորդեց դրամի արժեզրկումը, լումայի իմաստը կորավ, քանի որ 14,71–ից հետո մեկ տարվա ընթացքում, եթե չեմ սխալվում 1994–ի վերջին 1 դոլարի փոխարժեքը հասավ ընդհուպ մինչև 75 դրամի: Այսինքն՝ անգամներով արժեզրկվեց: Հաջորդ տարի կրկին զգալի արժեզրկում տեղի ունեցավ, բարձրանալով ընդհուպ մինչև 200 դրամի կարգի: Եվ այս պայմաններում լուման շատ արագ դուրս եկավ շրջանառությունից»,– ասաց Վ. Արամյանը:

Նրա խոսքով, եթե դրամի փոխարժեքը մնար 14,71 դրամ, միգուցե լումայի կյանքը պահպանվեր, բայց քանի որ դա տեղի չունեցավ, այն որպես վճարամիջոց այլևս օգտագործման ենթակա չէր կարող լինել:

Այսքանից հետո նոր «մետաղադրամներ»՝ լումա ներդնելու ծրագիր չունի նաև Կենտրոնական բանկը: Մեկ «զրո» կրճատելով լումայի կյանքը վերակենդանացնելը կարծես թե կրկին նպատակահարմար չէ, քանի որ այլ երկրներ նմանօրինակ փորձ իրականացնում են, երբ գնաճի տեմպերը շատ բարձր է լինում: Այդ ժամանակ, երբ թղթադրամների թիվը բավականին շատ է կուտակվում և այլևս այնքան էլ նպատակահարմար չի լինում այն որպես վճարամիջոց օգտագործելը, այդ ժամանակ է հասունանում «0»–ներ կրճատելու պահանջը, իսկ մեր դեպքում դա էլ չկա:

«Մեր դեպքում չեմ կարծում, որ այդպիսի շարժառիթ կա, քանի որ մեր տնտեսությունն արդեն հարմարվել է այս իրավիճակին և «սովորել» է, որ օրինակ՝ 4% գնաճի պայմաններում կարողանում է պահպանել իր կայունությունը: Այդ պատճառով մեր նման երկրներում, երբ կա կայունություն, դրամի դենոմինացիա անելը ոչ միայն նպատակահարմար չէ, այլև անիմաստ է»,– ասաց Վ. Արամյանը:

ՀՀ ֆինանսների նախարարի մանդատից դուրս է լուման պաշտոնապես շրջանառությունից հանելու հարցին պատասխանելը, սակայն «Փաստի» հարցին, թե այդ դեպքում ինչո՞ւ Կենտրոնական բանկը պաշտոնապես չի հայտարարում լուման շրջանառությունից հանելու մասին Վ. Արամյանը պատասխանեց:

«Ես այդ մանրամասներին չեմ տիրապետում, թե արդյո՞ք պետք է կամ նման անհրաժեշտություն կա՞ լուման շրջանառությունից հանելու մասին պաշտոնապես հայտարարելու, թե՝ ոչ, բայց որ փաստացի լուման չի օգտագործվում դա է իրականությունը: Հարկավոր է «Դրամական միջոցների շրջանառության մասին» օրենքն այդ մասով մանրամասն նայել, հասկանալու, թե արդյո՞ք անհրաժեշտ է, որպեսզի Կենտրոնական բանկը փաստացի հայտարարի այդ մասին»,– ասաց Վ. Արամյանը:
