Թուրքիան փորձում է Արեւմուտքի իր գործընկերներին ցույց տալ, որ միայնակ չէ: «Արմենպրես»-ի հետ զրույցում նման դիտարկում արեց թուրքագետ Լեւոն Հովսեփյանը՝ անդրադառնալով Ռուսաստանի կողմից Թուրքիային C 400 «Թրիումֆ» զենիթահրթիռային համակարգի վաճառքի վերաբերյալ տարվող բանակցություններին, որոնք ըստ Թուրքիայի պաշտպանության նախարար Ֆիքրի Ըշըքի ՝ արդեն վերջնական փուլում են:
Թուրքագետի խոսքով՝ այս հարցը դիտարկելիս պետք է նախեւառաջ առանձնացնել ռազմական եւ քաղաքական բաղադրիչները:
«Կարծում եմ՝ որքան էլ որ նշում են՝ գործարքը վերջնական փուլում է, այն դեռ որոշակի ժամանակահատված կպահանջի, որովհետեւ խնդիրներ դեռեւս կան, կողմերի միջեւ վերջնական համաձայնություն չի կայացել: Միգուցե Ռուսաստանն այդ համալիրները կվաճառի, բայց Թուրքիայի համար ռազմական տեսանկյունից դա էական խնդիր չի լուծում: Այն քանակությամբ, որով նախատեսվում է վաճառել, Թուրքիայի օդային տարածքի համար էական նշանակություն չի կարող ունենալ, եւ մյուս կողմից այդ համալիրները չեն կարող ինտեգրվել Թուրքիայի ընդհանուր հակաօդային պաշտպանության համակարգ, որովհետեւ դրանք ռուսական համալիրներ են եւ տեխնիկական առումով խնդիրներ կարող են ի հայտ գալ: Թուրքիան ՆԱՏՕ-ի անդամ է, գործում է միասնական ինտեգրացված հակաօդային պաշտպանության համակարգ, այսինքն՝ տեխնիկական առումով ինտեգրման խնդիր կա, եւ ակնհայտ է, որ դրանք առանձնացված են գործելու ՆԱՏՕ-ի համակարգից»,-ընդգծեց թուրքագետը:
Նրա խոսքով՝ առավելապես պետք է ուշադրություն դարձնել քաղաքական բաղադրիչի վրա, քանի որ ռազմական տեսանկյունից այն չի կարողանալու Թուրքիայի օդային տարածքի հուսալիությունն ապահովել:
«Քաղաքական առումով սա ձեռնտու է Թուրքիային, իսկ ռազմական տեսանկյունից որոշակի խնդիրներ կարող են առաջանալ, քանի որ այսօր Թուրքիայի հեռահար հակաօդային պաշտպանության բաղադրիչն երկրի թույլ կողմերից է: Թուրքիան այսպես փորձում է ցույց տալ, որ այդուհանդերձ Ռուսաստանի հետ նման գործարքը հնարավոր է, եւ այն անշուշտ ազդեցություն կունենա ռուս-թուրքական հարաբերությունների վրա, նաեւ ըստ իս՝ կձեւավորի որոշակի վստահության մթնոլորտ»,-եզրափակեց նա:
