ՀՀ կառավարությունը միջնաժամկետ ծախսային ծրագրով կայուն հիմք կստեղծի երկարաժամկետ տնտեսական աճի համար

Հայաստանի 2018-2020 թթ. միջնաժամկետ ծախսային ծրագրով նախագծվել է այնպիսի հարկաբյուջետային քաղաքականություն, որը համահունչ կլինի տնտեսագիտության մեջ հայտնի «ոսկե կանոնին», ըստ որի` կապիտալ ծախսեր և պակասուրդ հարաբերակցությունը պետք է լինի այնպիսին, որ կապիտալ ծախսերը` և անվանական առումով, և ՀՆԱ-ի կշռով ավելի բարձր լինեն` նպատակ ունենալով կայուն հիմքեր ստեղծել երկարաժամկետ տնտեսական աճի համար: Ինչպես տեղեկացնում է «Արմենպրես»-ը, այս մասին նշեց ՀՀ ֆինանսների նախարար Վարդան Արամյանը`Հանքավանում տնտեսական ոլորտը լուսաբանող  լրագրողների համար հուլիսի 15-ին կազմակերպված սեմինարի ժամանակ:

Կազմակերպված միջոցառման ընթացքում ներկայացվում են ՀՀ պետական միջնաժամկետ ծախսային ծրագրի կազմման գործընթացը, գաղափարախոսությունը, հարկաբյուջետային քաղաքականության դերը տնտեսության կարգավորման համատեքստում:

Բովանդակային քննարկման առանցքում նաև ՀՀ կառավարության պարտքի կառավարման ռազմավարության նպատակներն ու ընդգրկման շրջանակն է, պարտքի կառավարման ոլորտում նախորդ տարեսկզբից մինչև այս տարվա հունիս ամիսն արձանագրված զարգացումները, ՀՀ կառավարության պարտքի կառավարման 2018-2020 թթ. ռազմավարությունը:

Նշվեց, որ ՀՀ կառավարության պարտք/նախորդ տարվա ՀՆԱ ցուցանիշը 2016թ. տարեվերջին կազմել է 52.2 տոկոս: 2017թ. ՀՀ պետբյուջեի դեֆիցիտը ծրագրվել է` հաշվի առնելով «Պետական պարտքի մասին» ՀՀ օրենքով սահմանված սահմանափակումը:  Դեֆիցիտի ֆինանսավորումը ներքին փոխառու զուտ միջոցների հաշվին 2016թ. նախատեսված 42 մլրդ դրամի դիմաց փաստացի կազմել է 171 մլրդ դրամ: Ֆինանսների նախարարության պատասխանատուները նշեցին, որ ներդրվել է Գանձապետական պահառուի միջոցով ՊՊ-երի մանրածախ վաճառքի առցանց համակարգը: 2017թ. հունիսի 8-ին առաջին անգամ հաջողությամբ տեղաբաշխվեցին 30 տարի մարմման ժամկետով տեղական արժույթով ՊՊ-եր:

ՀՀ կառավարության պարտքի կառավարման ռազմավարության հիմքում ընկած ցուցանիշները 2018-2020 թթ. կանխատեսվում են հետևյալ կերպ. ՀՆԱ-ն (անվանական) 2018թ. 5,785.6 մլրդ դրամ, 2019թ. 6,341.1 մլրդ դրամ, 2020թ. 6,974.3 մլրդ դրամ: Պետական բյուջեի եկամուտները կանխատեսվում են 2018թ. 1,353.5 մլրդ դրամ, 2019թ. 1,495.2 մլրդ դրամ, 2020թ. 1,614.2 մլրդ դրամ: Պետական բյուջեի առաջնային ծախսերը կանխատեսվում են 2018թ. 1,373.7 մլրդ դրամ, 2019թ. 1,495.2 մլրդ դրամ, 2020թ. 1,614.2 մլրդ դրամ:

ՀՀ պետական պարտքը 2017թ. պետբյուջեի ծրագրով կկազմի 2,802 մլրդ դրամ, 2018թ. կկանխատեսվի 3,391 մլրդ դրամ, 2019թ. 3,391 մլրդ դրամ, 2020թ. 3,559 մլրդ դրամ, ՀՆԱ-ի նկատմամբ կազմելով 2017-2020 թթ. համապատասխանաբար 51.8, 54.6, 53.5, 51 տոկոս:
