Սոցիալ-դեմոկրատ հնչակյան կուսակցությունը Հայաստանում կառավարման խորհրդարանական համակարգին այլընտրանք չի տեսնում և կողմ է առաջիկա սահմանադրական բարեփոխումներին: Այս մասին ՍԴՀԿ 10-րդ համագումարի ընթացքում իր ելույթում ասաց ՍԴՀԿ հայաստանյան վարչության ատենապետ Նարեկ Գալստյանը: «Այս մասին Սոցիալ-դեմոկրատ հնչակյան կուսակցությունը հայտարարել է դեռ 1887թ., երբ նոր էր ստեղծվում, և դրա մասին մենÖ „ հայտարարում ենք նաև այսօր: Առաջիկա սահմանադրական բարեփոխումները երկրում հնարավորություն են ստեղծում հիմնադրել մի այնպիսի համակարգ, որ քաղաքական կամքի առկայության պայմաններում կարելի է շատ-շատ հարցերի լուծում տալ»,- ընդգծեց Գալստյանը:

Նա նշեց, որ գործող Սահմանադրության պայմաններում ՀՀ նախագահի պաշտոնն ուղղակի քվեով ընտրվող և բացարձակ լիազորություններով օժտված ինստիտուտ է, որն իր որոշումների և գործողությունների համար որևէ մեկին հաշվետու չէ: Նա հայտարարեց նաև, որ ՍԴՀԿ-ն դեմ է նաև մեծամասնական ընտրակարգին, որը սահմանադրական բարեփոխումների արդյունքում ևս հանվելու է: «Հիմա շատերը հայտարարում են, թե իշխանություններն այս եղանակով ցանկանում են վերարտադրվել, որ նախագահ Սերժ Սարգսյանը ցանկանում է շարունակել երկրի ղեկավարումը: Իհարկե, մենք մտքեր կարդացող չենք և չենք կարող ասել, թե ով ինչ ցանկություններ ունի: Սակայն ասել ենք ու կասենք՝ ի՞նչն է խանգարում այդ վերարտադրությանը գործող Սահմանադրությամբ: Հնարավոր չէ՞, որ առաջիկա ընտրությունների արդյունքում Սերժ Սարգսյանը վարչապետ դառնա: Իհարկե, հնարավոր է, ուստի այս վարկածը չի դիմանում որևէ քննադատության»,- հավելեց Գալստյանը:

Նա հայտարարեց, որ Սոցիալ-դեմոկրատ հնչակյան կուսակցությունն առաջիկա սահմանադրակիան բարեփոխումներին կողմ է քվեարկելու, իսկ քարոզարշավի մասնակցության ձևաչափի մասին կտեղեկացնեն կուսակցության համագումարի փակ աշխատանքների ավարտից հետո:
