ՄԻՊ աշխատակազմում քննարկման արդյունքում կարգավորվել է լեզվի դասավանդման խնդիրը

Պաշտպանին ուղղված դիմումով Երևանի լսողության խանգարում ունեցող երեխաների հատուկ կրթահամալիրի սաների ծնողները բարձրաձայնել են կրթահամալիրում ռուսերենից բացի այլ օտար լեզու չդասավանդելու խնդիրը: Դիմումի ուսումնասիրությամբ պարզվել է, որ որոշ հատուկ պետական ծրագրեր իրականացնող հաստատությունների 2016-2017թթ. ուստարվա օրինակելի ուսումնական պլաններով նախատեսված է անգլերեն լեզվի ուսուցում, մինչդեռ լսողության խանգարում ունեցող երեխաների հատուկ կրթահամալիրի ուսումնական պլանում անգլերենն ընդգրկված չէ:

Կրթության և գիտության նախարարության դիրքորոշմամբ՝ 2016-2017թթ. ուստարվա ուսումնական պլանով մայրենի (հայերեն) լեզվից բացի նախատեսված է նաև «Ժեստերի լեզու» և «Ռուսաց լեզու» առարկաների դասավանդում, և նոր օտար լեզվի ուսուցումը լսողության խանգարում ունեցող երեխաների համար կարող է առաջ բերել լրացուցիչ դժվարություններ:

Մարդու իրավունքների պաշտպանը գրությամբ նշել է, որ ժեստերի լեզուն չի համարվում միջազգային լեզու և դրա ուսուցումը հնարավորություն է տալիս լսողության խանգարում ունեցող երեխաներին հաղորդակցվել միայն հայերենին տիրապետող անձանց հետ՝ սահմանափակելով նրանց միջմշակութային հաղորդակցման հնարավորությունը: Նշվել է նաև, որ ուսումնական պլանի բովանդակությունը չի համապատասխանում «Հանրակրթության մասին» ՀՀ օրենքի և Հանրակրթության պետական չափորոշչի պահանջներին: Լսողության խանգարում ունեցող երեխաների հատուկ կրթահամալիրում անգլերենի` որպես օտար լեզու, դասավանդման հարցը ներկայացվել է ՀՀ ԿԳՆ Կրթության ազգային ինստիտուտ՝ մասնագիտական կարծիքի:

Առաջարկվել է առարկայի դասավանդումն իրականացնել 5-րդ դասարանից՝ շաբաթական 1.5 կամ 2 ժամ ծանրաբեռնվածությամբ: Ինչպես «Արմենպրես»-ին տեղեկացրին Մարդու իրավունքների պաշտպանի աշխատակազմից, առաջարկն ընդունվել է. նախատեսվել է անգլերենի ուսուցում 5-րդ դասարանից՝ շաբաթական 1.5 ժամ ծանրաբեռնվածությամբ:
