Շաքարի մոնոպոլիան՝ կոնկրետ թվերով. «Հրապարակ»

«Հրապարակ» թերթը գրում է.
«Հայաստանում տարիներ ի վեր խոսվում է շաքարի մենաշնորհի մասին, ու պատկան մարմինները ոչ մի քայլ չեն անում այդ մենաշնորհին վերջ տալու ուղղությամբ: Անշուշտ, միայն այդ ոլորտում չէ, որ կա մենաշնորհ, բայց ամենալայն սպառման, ամենաեկամտաբեր ոլորտներից մեկը հենց շաքարի ներմուծումն է: Գուցե այս ոլորտն անձեռնմխելի է այն պարզ պատճառով, որ այն տնօրինում է ՀՀ իշխանությունների ամենասիրելի օլիգարխներից մեկը՝ ԱԺ հավերժ պատգամավոր Սամվել Ալեքսանյանը:
Մեր հարցմանն ի պատասխան ՊԵԿ մաքսային հատվածից ստացել ենք պաշտոնական տվյալներ, որոնց ուսումնասիրությունից կարելի է հասկանալ, թե մեր տնտեսության և հատկապես ներկրումների ոլորտում ինչպիսի աղետալի վիճակ է տիրում:
2016 թվականին և 2017-ի առաջին եռամսյակում այլ երկրներից շաքարի կամ շաքարի հումքի ամենամեծ խմբաքանակը, ըստ մեզ տրամադրված պաշտոնական տվյալների, ներմուծել է հենց Ալեքսանյանին պատկանող «Ալեքս Գրիգ» ՍՊԸ-ն: Այս ընկերությունը շաքարի, շաքարի հումքի խոշոր ներմուծող է նաև ԵԱՏՄ անդամ երկրներից: Այսպես. միայն 2016 թվականին ոչ ԵԱՏՄ անդամ, այսինքն՝ երրորդ երկրներից ամենաշատ շաքար կամ շաքարի հումք ներմուծել է «Ալեքս Գրիգը»՝ 57 հազար 910 տոննա: Սրա ընդհանուր մաքսային արժեքը կազմել է 9 մլրդ 866 միլիոն դրամ: «Ալեքս Գրիգ»-ից բացի, 2016-ին այլ երկրներից Հայաստան շաքար կամ շաքարի հումք է ներմուծել ևս 22 ընկերություն: Բայց դրանցից որևէ մեկը ծավալի առումով անգամ հեռավոր մրցակցության մեջ չի կարող մտնել «Ալեքս Գրիգի» հետ, և դրանք ոչ առևտրային նպատակով կատարված ներմուծումներ են:
Ամենաշատ շաքար ներմուծողը, բնականաբար, «Կոկա-կոլա» ընկերությունն է՝ 1400 տոննա, երրորդը «Ջերմուկ գրուպն» է՝ իր «Պեպսի-կոլայով»՝ 450 տոննա, իսկ չորրորդ տեղում «Գրանդ քենդի»-ն է՝ 80 տոննա:
Ակնհայտ է, որ այս ընկերությունների ներմուծած շաքարը կամ շաքարի հումքը չի վաճառվում խանութներում: Սրանք վերամշակող ընկերություններ են, որ շաքար ներմուծում են սոսկ իրենց արտադրանքի մեջ օգտագործելու համար, առաջին երկուսը՝ հյութերի արտադրության մեջ, «Գրանդ քենդի»-ն էլ՝ հրուշակեղենի: Վերջին տեղերում գտնվող ներմուծողներն էլ շաքար ներմուծել են կիլոգրամներով՝ 20 կգ, 80 կգ, 100 կգ:
Մեզ հատկապես հետաքրքրում է 2017-ի առաջին եռամսյակի պատկերը, երբ նոր կառավարությունն սկսեց հայտարարել, որ մենաշնորհային ներմուծումների դեմ հուժկու պայքար է մղում: Բայց այս տարվա առաջին երեք ամիսներին այլ երկրներից շաքարի ներմուծման գծով նույնպես առաջատար է «Ալեքս հոլդինգը»՝ 23 հազար 122 տոննա: Սա նույն «Ալեքս Գրիգն» է՝ Ալեքսանյանին պատկանող, պարզապես, նրա տիրոջ սովորույթի համաձայն, հերթական անգամ անվանափոխության է ենթարկվել:
Այս երեք ամիսներին շաքար, շաքարի հումք Հայաստան ներկրվել է ավելի քիչ՝ ընդամենը 9 ընկերություն, որոնցից ութը՝ կրկին կիլոգրամներով: Օրինակ՝ «Ալեքս հոլդինգից» հետո երկրորդ խոշոր ներմուծողը, եթե կարելի է դա խոշոր անվանել, «Սիներջի յուրոփ» ՍՊԸ-ն է՝ ընդամենը 380 կգ: Այս ցանկում չորրորդ ներմուծողը «Սովրանո» ՍՊԸ-ն է՝ 240 կգ, որը պատկանում է ԱԺ պատգամավոր Արման Սահակյանին»:
