 Հայաստանում 2017 թ. ընտրական գործընթացներն անցել են  լիակատար թափանցիկության մթնոլորտում: Ազգային ժողովում ՀՀ Կենտրոնական ընտրական հանձնաժողովի գործունության մասին հաղորդման քննարկման ժամանակ այս մասին ասաց ՀՀ ԿԸՀ նախագահ Տիգրան Մուկուչյանը՝ պատասխանելով «Ելք» խմբակցության պատգամավոր Մանե Թանդիլյանի հարցին, թե ի՞նչ քայլեր է անում ԿԸՀ-ն ընտրական գործընթացների նկատմամբ վստահությունը բարձրացնելու համար, ինչպես նաև պատգամավորի դիտարկմանը, թե Ազգային ժողովի 2017 թ. ընտրությունների ընթացքում ԿԸՀ-ն ընտրական գործընթացի նկատմամբ վստահության բարձրացմանն ուղղված որևէ քայլ չի արել: «Ես համաձայն չեմ, որ մենք ընտրական գործընթացների նկատմամբ վստահության բարձրացմանն ուղղված որևէ քայլ չենք անում: Շատ բան է արվում այդ ուղղությամբ: Դրա վառ ապացույցն է ընդհանուր գնահատականն ընտրական գործընթացի նկատմամբ: Ընտրական ամբողջ գործընթացում Կենտրոնական ընտրական հանձնաժողովը ցանկացած պարզաբանում ընդունող որոշում, քննարկում իրականացրել է ընտրություններին մասնակցող քաղաքական ուժերի և հասարակական կազմակերպությունների մասնակցությամբ: Սա աշխատանքի նոր ոճ էր, որի ընթացքում մոտ երկու տասնյակ պարզաբանում պահանջող որոշումներ մանրամասն քննարկվել են: Սա ապահովել է հրապարակայնությունը: Արդյոք աշխատանք չէ՞ր, որ լիակատար թափանցիկություն ապահովվեց ընտրական ողջ գործընթացի նկատմամբ»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Մուկուչյանը:

ՀՀ ԿԸՀ նախագահն անդրադարձավ պատգամավոր Մանե Թանդիլյանի դիտարկմանը, թե ԱԺ ընտրությունների ընթացքում Հայաստանի Հանրապետական կուսակցությունը թույլ է տվել կոպիտ խախտումներ, որոնց արդյունքում ԿԸՀ-ն պետք է այդ կուսակցությանն ընտրապայքարից դուրս թողներ: «Ինչ վերաբերվում է որևէ կուսակցության ընտրական պայքարից դուրս թողնելուն, ես չէր փորձի տարբերակում դնել իշխանական և ոչ իշխանական կուսակցությունների միջև, որովհետև օրենքը պետք է միասնական կիրառում ունենա: Եթե մեկ դեպքում սա որևէ եղանակով կիրառվում է, հետևաբար մոտեցումն այս հարցում պետք է նույնական լինի: Իսկ եթե ընդհանրապես այդ ինստիտուտի հետ կապված մենք նայենք Վենետիկի հանձնաժողովի եզրակացությունները, այստեղ հիմնական շեշտադրումները արվում էին նրա վրա, որ ընտրական գործընթացից որևէ քաղաքական ուժի դուրս թողնելը պետք է լինի ծայրահեղ միջոց, որպեսզի այն հետագայում չդառնա չարաշահման առարկա»,-ասաց Տիգրան Մուկուչյանը:

Խոսելով ԱԺ ընտրությունների ժամանակ «Սաս Գրուպ» ընկերության ժողովից հայտնի ձայնագրության մասին՝ Տիգրան Մուկուչյանն ընդգծեց, որ դրանով իրավապահ մարմիններն են զբաղվում, իսկ ձայնագրությունը հրապարակվել է ընտրություններից հետո, ուստի Կենտրոնական ընտրական հանձնաժողովը չէր կարող դա քննության առարկա դարձնել:

Տիգրան Մուկուչյանն անդրադարձավ նաև մանկավարժների մասնակցությամբ ձայնագրություններին: Նա նշեց, որ բոլոր այդ ձայնագրությունները մանրամասն ուսումնասիրվել են ԿԸՀ-ի կողմից, որոշ խախտումների վերաբերյալ հանձնաժողովը դիմել է իրավապահ մարմիններին, սակայն բազմաթիվ ձայնագրություններ շատ հեռու էին այն եզրակացություններին, որոնք արվում էին դրանց վերաբերյալ:
