 ՀՀ կառավարության նոր ծրագրով՝ իրականացվելու է հուշարձանների վերականգնման մասնագետների հավաստագրում: ՀՀ մշակույթի նախարարությունը  փոփոխություններ է իրականացնելու «Պատմության և մշակույթի անշարժ հուշարձանների  ու պատմական միջավայրի պահպանության և օգտագործման մասին» ՀՀ  օրենքում: «Արմենպրես»-ի հաղորդմամբ՝ ՀՀ մշակույթի նախարարի տեղակալ Արթուր Պողոսյանը հուլիսի 10-ին կայացած ասուլիսում ասաց, որ ենթադրում է ոչ միայն օրենքի փոփոխում, այլ նաև դրանից բխող նորմատիվ ակտերում ավելի քան 15 փոփոխություն:

«Ունենք 24.000 հուշարձան, բնականաբար, այդքան հուշարձան պահելը, վերականգնելը ծանր աշխատանք է: Այդ մեխանիզմն իրականացնելու համար անհրաժեշտ են ոչ միայն ֆինանսական միջոցներ, այլ նաև օրենսդրական նորմեր, որոնք կհեշտացնեն դրա իրականացումը: Օրինակ՝  փորձում ենք ներմուծել հուշարձանների վերականգնման մասնագետների հավաստագրեր: Հանրությունը շատ է խոսում այն մասին, որ հուշարձանը որակյալ չի վերականգնվել, կամ աշխատանքները թերի են իրականացվել, մենք փորձելու ենք հավատարմագրել կոնկրետ հուշարձանի ոլորտի մասնագիտությունը կամ այն մասնագետներին, միայն որոնք իրավունք ունեն զբաղվել հուշարձանների վերականգնումով»,-ասաց Արթուր Պողոսյանը:

Նրա խոսքով՝ կարևոր է նաև ՀՀ տարածքում հուշարձանների պետական ցուցակում ընդգրկվելիք նորահայտ օբյեկտների կարգի, ձևաչափի հստակեցումը: Անհրաժեշտ է հստակեցնել, թե ինչպես է գործընթացը տեղի ունենում, ինչ փորձագիտական հանձնաժողով է որոշում և թե ինչքան ժամանակում է իրականացվում այն, ինչը շատ կարևոր է:

«Մենք պետք է ունենք այնպիսի մշակութային ժառանգություն, որն առաջին հերթին՝ պետության կողմից լինի հնարավորինս պահպանված, մատչելի լինի զբոսաշրջության օգտագործման համար և քաղաքական ու միջազգային հարթակներում մեր հուշարձանների հանրահռչակումը իրականցվի ճիշտ ձևով»,-ասաց Պողոսյանը:
