«Հայկական ժամանակ» թերթը գրում է.
«Կառավարության մայիսի 25-ի նիստում վարչապետ Կարեն Կարապետյանը տարածքային կառավարման և զարգացման նախարար Դավիթ Լոքյանին հանձնարարեց երկամսյա ժամկետում ուսումնասիրել և գործադիրի աշխատակազմ ներկայացնել առաջարկություններ Հայաստանի համայնքների աշխատակազմում չսահմանված վայրերում աղբ թափելու դեպքերով վարչական պատասխանատվության, այդ թվում` տուգանքի կիրառման ապահովման հատուկ ստորաբաժանման ձևավորման վերաբերյալ: Սա ենթադրում էր, որ պետք է ստեղծվեր «աղբի տեսուչի» ինստիտուտ, որի գործառույթները կլիներ վերահսկել, հայտնաբերել և տուգանել չսահմանված վայրերում աղբ թափողներին:
Սյունիքի մարզկենտրոն Կապան քաղաքի ավագանու անդամ Նարեկ Բաբայանը ֆեյսբուք սոցիալական ցանցի իր էջում լուսանկար է հրապարակել և գրել, որ Կապանի Բարաբաթում թաղամասում ցուցանակ է տեղադրվել, որը հիշեցնում է աղբ թափելու տուգանքի մասին:
Կապանի քաղաքապետ Աշոտ Հայրապետյանն armtimes.com-ի հետ զրույցում ասաց, որ քաղաքապետարանը Վարչական իրավախախտման մասին ՀՀ օրենսգրքի համաձայն՝ տարիներ շարունակ զբաղվել է չսահմանված վայրերում աղբ թափելը վերացնելով: «Կոմունալ բաժնում տեսուչ կա, որն զբաղվում է այդ աշխատանքներով, դրա համար պատասխանատու է: Նրա կողմից կազմված արձանագրությունը ներկայացվում է քաղաքապետարան, որի համաձայն վարչաիրավական բաժինը սկսում է իրականացնել վարչական վարույթ, որի արդյունքում քաղաքացու կամ տնտեսվարողի կողմից ոչ սահմանված տեղում թափած շինարարական կամ կենցաղային աղբի փաստը հիմնավորվելուց հետո ենթարկվում են տույժի»,- ասաց քաղաքապետը:
Աշոտ Հայրապետյանի խոսքով՝ հիմնավորելը դժվար է, քանի որ գործող օրենքով արձանագրությունը պետք է կազմված լինի տեսուչից բացի, ևս երկու վկայի օգնությամբ: Հայտնի է՞, թե աղբի տեսուչները, որոնք լինելու են առաջիկայում, կոնկրետ ի՞նչ գործառույթներ են ունենալու, առանձին ստորաբաժանո՞ւմ է ստեղծվելու, նա պատասխանեց. «Դա չգիտեմ, բայց մեր դեպքում արդեն ասացի, որ նրանք կոմունալ բաժնի հաստիքային աշխատողներն են, բայց շրջայց կազմակերպելու դեպքում քաղաքապետարանում գործում է մշտական հանձնաժողով, որը պատասխանատու է փողոցային առևտրի, թափառող կենդանիների, առանց իրավական հիմքերի կառուցապատման, ինչպես նաև կենցաղային ու շինարարական աղբի չսահմանված տեղերում թափելու հարցերի համար: Շրջայցերի միջոցով բացահայտվում են նման դեպքերը»:
