«Փաստ» օրաթերթը գրում է.
Անկախությունից ի վեր Հայաստանը երեք նախագահ է ունեցել: Նույնքան անգամ էլ Սահմանադրության հետ կապված հանրաքվեներ են եղել: Առաջին տարբերակը թեև 1995–ին է ընդունվել, որն անմիջապես ստացավ Լևոն Տեր–Պետրոսյանի Սահմանադրություն անունը, շատ արագ կորցրեց իր արդիականությունը: Մի քանի տարի հետո պարզվեց, որ եվրոպաների հետ ոտք մեկնող Հայաստանը չի կարող նման՝ ուժեղ նախագահական համակարգով Սահմանադրություն ունենալ: 2005–ին ընդունվեց նորը, որը կիսանախագահական կառավարման համակարգ էր ենթադրում, բայց 10 տարի հետո էլ պարզվեց, որ Հայաստանին ոչ թե ուժեղ նախագահական, կիսանախագահական, այլ բոլորովին մեկ ուրիշ՝ խորհրդարանական կառավարման համակարգ ձևավորող Սահմանադրություն է հարկավոր:
Տպավորությունն այնպիսին է, որ երկիրն արդար ու ճիշտ ղեկավարելն ուղիղ գծով կախված է Սահմանադրության այսպիսին կամ այնպիսին լինելուց: Ու եթե բոլոր դրույթները ձևված լինեն ասենք՝ խորհրդարանական կառավարման համակարգի «հագով», ապա երկիրը կծաղկի, իսկ բոլոր հարցերն էլ կարելի կլինի լուծված համարել: Այստեղ տեղին է հիշել ասացվածքը, թե՝ «վատ պարողին կոշիկներն են խանգարում»: Ինչ վերաբերում է երկրի բարձրագույն արժեք հանդիսացող փաստաթղթի ստատուսին, ապա բոլոր ժամանակների իշխանություններն էլ դրան վերաբերվել են, որպես սպասքեղենի պահարանի ապակեպատ հատվածում դրվող իրի, դրան մոտենալով՝ «տուն է, մի օր պետք կգա» տրամաբանությամբ:
Երկրի հիմնական փաստաթղթի հանդեպ ցուցաբերվող թանգարանային վերաբերմունքը լիարժեք դարձնելու համար իշխանությունները չեն մոռացել նաև պատշաճ ու լիարժեք պահպանել օրն «արժևորելու» ձևական կողմը: Երկար տարիներ է, որ օրացույցի վրա հուլիսի 5–ը նշվում է կարմիրով ու հայտարարված է որպես ոչ աշխատանքային օր: Բայց դրանից ավելի շատ ուրախանում և ոգևորվում են ոչ թե օրենքի պաշտպանները, այլ՝ աշխատող կանայք, քանի որ շաբաթական գրաֆիկից մեկ օր ավելի հանգիստ ունենալու ռեժիմից օգտվելով կկարողանան առաջ գցել տնային գործերը:
Այնպես որ, Սահմանադրությունից եթե առանձնապես օգուտ չկա, գոնե մի լավ բան կա, որ այն նշվում է ամռանը: Դա էլ համընկնում է ձմռան համար մուրաբաներ ու պահածոներ փակելու ժամանակաշրջանի հետ և պատկերացնում եք չէ՞, թե որքան է թեթևացնում կանանց ու մայրերի ամառային հոգսերը:
