Նոյեմբերի 5-ի ՏԻՄ ընտրությունների արդյունքում Հայաստանում կձևավորվի խոշորացված համայնքների ամենամեծ ծավալը

Համայնքների խոշորացման ծրագիրը Հայաստանում գտնվում է շատ ակտիվ փուլում։ «Արմենպրես»-ի հաղորդմամբ՝ այս մասին լրագրողների հետ զրույցում ասաց ՀՀ Տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանը։
«Մենք արդեն իսկ ունենք բավականին ծավալով խոշորացված համայնքներ։ Դրանք 18 փնջեր են, ևս 34 փնջերի վերաբերյալ ունենք ընդունված օրենք ։ Մենք այժմ գտնվում ենք շատ ակտիվ փուլում. նոյեմբերի 5-ին պատրաստվում ենք ՏԻՄ ընտրություններ 34 փնջերում, որոնցում ընդգրկված են 325 համայնքներ և 358 բնակավայրեր։ Այդ ընտրությունների արդյունքում կունենանք 52 խոշորացված համայնք, որոնց մեջ ընդգրկված կլինի 465 նախկին համայնք և, հատկապես պետք է ընդգծեմ, 527 բնակավայր։ Մենք մինչև այս բարեփոխումներն ունեցել ենք բազմաբնակավայր համայնքներ։ Նոյեմբերի 5-ին ընտրությունների արդյունքում կունենանք խոշորացված համայնքների ամենամեծ ծավալը»,- նշեց Տերտերյանը։
Նա ընդգծեց, որ մի քանի անգամ կրկին պետք է այցելեն խոշորացվող համայնքներ ու գործընկերներին, համայնքների ղեկավարներին, ավագանիներին և բնակչությանն իրազեկեն խոշորացմամբ ակնկալվող անելիքների և արդյունքների մասին։
«Մենք հրապարակային մի ամբողջ շարք ենք ներկայացրել մեթոդական նյութերի, որոնք մշակել ենք խոշորացված համայնքների համար։ Դրանք խոշորացված համայնքների աշխատակազմերի աշխատանքի կանոնակարգի օրինակելի ձևերն են։ Մասնավորապես, այստեղ շեշտ է դրվում համայնքներում, բնակավայրերում առկա մեր աշխատակազմերի փոխհարաբերությունների վրա, աշխատանքի կազմակերպմանը, բնակչությանը, տեղական ինքնակառավարումը մոտ պահելուն»,- ասաց նախարարի առաջին տեղակալը։
Նրա խոսքով՝ այս նոր իրավիճակում անընդհատ այցելություններով, տեխնոլոգիաների կիրառմամբ համայնքների բնակչության համար պետք է ապահովել ամբողջ ծավալով տեղական ինքնակառավարման հասանելիություն։ Նա ներկայացրեց նաև տնտեսական զարգացման ծրագրեր մշակելու հատուկ ձեռնարկը։ Այն հնարավորություն կտա զարգացնել ունակություններ նոր խոշորացված համայնքներում, որպեսզի այնտեղի բնակչությունը կարողանա արդեն իսկ ձևավորված ավելի մեծ բյուջեներն արդյունավետ ծրագրերի ուղղել։ Տերտերյանը նաև ներկայացրեց նախարարության ստեղծած համայնքային ծառայության մասին մշակված մեթոդական ուղեցույցները, որոնք համայնքներն արդեն իսկ կիրառում են և կարողանում են ավելի օպտիմալ և ռացիոնալ աշխատակազմեր ձևավորել։
