«Fitch»-ի գնահատականը բավական գրավիչ է դարձնում Հայաստանը ներդրողների համար. Ատոմ Մարգարյան

Հայաստանը «B+» մակարդակում է, որովհետև վերջին ամիսներին երկրում հաստատվել է մակրոտնտեսական կայուն իրավիճակ, վստահելի է բյուջետային, դրամավարկային քաղաքականությունը։
Tert.am-ի հետ զրույցում նման կարծիք հայտնեց տնտեսագետ Ատոմ Մարգարյանը՝ խոսելով «Fitch» միջազգային վարկանշային գործակալության հրապարակման մասին, որ Հայաստանի վարկանիշը «B+» մակարդակում է՝ 1.5 տարվա կայուն կանխատեսմամբ:
«Որքան բարձր է ռեյտինգը, այնքան գրավիչ է երկիրը: Որքան ռեյտինգը բարձր է, այնքան տվյալ երկիրը հետաքրքիր է ներդրողների համար: Բացի այդ, խոսք է գնում սպասումների մասին՝ 1.5 տարվա կամ 18 ամսվա կտրվածքով: Հայաստանի պարագայում խոսքը եվրոբոնդերի մասին է: Մի քանի թողարկում եղել է, ու կառավարությունը դրանով լուծել է բյուջեի դեֆիցիտի խնդիրը»,-ասաց տնտեսագետը:
Ըստ Մարգարյանի՝ «Fitch»-ը մեկ այլ պատճառ ևս նշել է, թե ինչու է Հայաստանը «B+» մակարդակում: Դա, նրա խոսքով, այն է, որոշ առումով կրճատվել է վճարային հաշվեկշռի դեֆիցիտը, այն կառավարելիության տիրույթում է:
««Դրական կայուն» կանխատեսումը «Fitch»-ի վերլուծաբանները հիմնականում կապում են երկրի ներկա մակրոտնտեսական իրավիճակի, բյուջետային իրավիճակի բարելավման հետ: Վերջին ամիսներին հարկային եկամուտներն ավելացել են, այս տարվա 5 ամիսների կտրվածքով բարելավվել է հարկային, մաքսային վարչարարությունը, որոնց հետևանքով ավելացել է բյուջեի մուտքը, կառավարությունը լրացուցիչ ծախսեր է կատարել: Այս առումով «Fitch»-ը դրական գնահատական է տվել»,-մանրամասնեց Ատոմ Մարգարյանը:
Ի դեպ, «Fitch»-ը նաև տնտեսական աճի կանխատեսում է իրականացրել, որն ավելին է, քան կառավարության կանխատեսումը: ««Fitch»-ը 3.4 տոկոս տնտեսական աճ է կանխատեսել, իսկ ՀՀ կառավարությունը՝ 3.2 տոկոս: Սրա հիմքը այս տարվա վիճակագրական ցուցանիշներն են. առաջին եռամսյակում 6.5 տոկոս տնտեսական աճ ենք ունեցել, որը լավատեսական կանխատեսում իրականացնելու հիմք է տվել»,- շեշտեց տնտեսագետը:
Ատոմ Մարգարյանի խոսքով՝ «Fitch»-ի վերլուծության հիմքում նաև բանկային համակարգն է, որտեղ նվազել է չաշխատող վարկերի տեսակարար կշիռը: Միաժամանակ, նրա խոսքով, մեծ է արտարժույթով վարկերի տեսակարար կշիռը, ինչի հետևանքով տնտեսության դոլարիզացիայի մակարդակի մնում է բավական բարձր:
««B+» մակարդակը՝ 1.5 տարվա կայուն կանխատեսմամբ վարկանիշը բավական գրավիչ է դարձնում Հայաստանը, հատկապես, եթե սրան գումարենք կառավարության քայլերը՝ ներդրումային միջավայրը բարելավելու, ներդրումները խթանելու, ներդրողների հետ աշխատանքի թիրախավորման, լոկալացնելու և այլ ուղղություններով: Ներդրողների համար սրանք ազդակներ են, որ հատկապես արտադրական ոլորտում ներդրումներ կատարվեն»,- ընդգծեց Ատոմ Մարգարյանը:
