Բաքվի ռազմաքաղաքական ղեկավարությունն օրինաչափ է դարձրել մերձճակատային խաղաղ բնակավայրերում իր կրակային խոցման միջոցները տեղակայելու և այդ կրակակետերից արցախյան դիրքերի ուղղությամբ նախահարձակ գործողություններ իրականացնելու պրակտիկան: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին «Ինտերֆաքս»-ի հարցին ի պատասխան ասել է Արցախի Հանրապետության պաշտպանության նախարար Լևոն Մնացականյանը:
-Պարոն նախարար, Ադրբեջանի պաշտպանության նախարարությունը հանդես է եկել հայտարարությամբ, որով հայկական կողմին մեղադրում է հուլիսի 4-ին խաղաղ բնակավայր արկակոծելու և քազաքացիական անձանց սպանելու մեջ: Ո՞րն է Ձեր մեկնաբանությունն այս հայտարարության առնչությամբ:
-Սկզբից ևեթ նշեմ, որ Արցախի բանակը երբևէ նախահարձակի դերում հանդես չի եկել, սակայն միշտ պատրաստակամ է պատասխան քայլերով սանձելու հակառակորդի կողմից ձեռնարկված ցանկացած սադրիչ գործողություն: Ինչ վերաբերում է Ադրբեջանի կողմից տարածված հայտարարությանը, թե իբր հուլիսի 4-ին հայկական բանակը հրետակոծել է Ալխանլու բնակավայրը և դարձել քաղաքացիական անձանց մահվան պատճառ, ապա դա ոչ այլ ինչ է, քան սեփական անմեղ քաղաքացիների արյան հաշվին միջազգային հանրությանը ապակողմնորոշելու ցինիկ գործելաոճ: Արցախի պաշտպանության բանակը երբևէ չի թիրախավորել խաղաղ բնակավայրերը, ինչպես հատուկ է մեր հակառակորդին, մեր հարվածի թիրախը եղել և, այսուհետ ևս, լինելու են միայն ու միայն այն ռազմակայանները, որտեղից թշնամին կրակային հարվածներ է հասցնում հայկական բնագծերին:
Ցավալի է, որ Բաքվի ռազմաքաղաքական ղեկավարությունն օրինաչափ է դարձրել մերձճակատային խաղաղ բնակավայրերում իր կրակային խոցման միջոցները տեղակայելու և այդ կրակակետերից արցախյան դիրքերի ուղղությամբ նախահարձակ գործողություններ իրականացնելու պրակտիկան: Ասել է թե՝ թաքնվելով սեփական բնակչության թիկունքում և վերջիններիս դարձնելով կենդանի վահան, հակառակորդը կոպտորեն խախտում է միջազգային իրավունքի նորմերը: Եթե իրականում հակառակորդը խաղաղ բնակչության շրջանում կորուստներ է ունեցել, ապա ստիպված ենք ափսոսանք հայտնել: Բայց միևնույն ժամանակ ամենայն պատասխանատվությամբ հայտարարում եմ, որ ինչպես առայսօր, այնպես էլ այսուհետ Արցախի զինված ուժերը շարունակելու է լիարժեք օգտվել պաշտպանվելու իր իրավունքից և անհրաժեշտության դեպքում հակառակորդի նախահարձակ գործողություններին տալ թիրախային և անհամարժեք պատասխան:
Միաժամանակ ադրբեջանական կողմին խորհուրդ ենք տալիս զերծ մնալ անկանխատեսելի հետևանքներով հղի հետագա ռազմական արկածախնդրությունից և հարցի լուծումը փնտրել բանակցային սեղանի շուրջ, մանավանդ, որ նման մոտեցումը բխում է երկու ժողովուրդների շահերից
