Արցախի Հանրապետության արտաքին գործերի նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունը մեկնաբանություն է տարածել շփման գծում Ադրբեջանի ռազմական սադրանքների առնչությամբ: «Արմենպրես»-ը ներկայացնում է հայտարարությունն ամբողջությամբ.

«Հուլիսի 4-ին ադրբեջանական կողմը նախաձեռնել է հերթական սադրանք՝ գնդակոծելով Արցախի Հանրապետության տարածքը։ 2016 թ. ապրիլյան ագրեսիայից հետո առաջին անգամ Ադրբեջանի զինված ուժերը կիրառել են TR-107 տիպի համազարկային հրթիռային կայանքներ։ Գնդակոծումն իրականացվել է Ալխանլու գյուղի տարածքում՝ անմիջապես բնակելի տների մերձակայքում, տեղակայված կրակակետերից։

Արցախի պաշտպանության բանակը ստիպված էր պատասխան միջոցներ ձեռնարկել՝ ճնշելու ադրբեջանական բանակի կրակային ակտիվությունը։ Ադրբեջանական կողմի սադրած միջադեպի արդյունքում, դժբախտաբար, գյուղի բնակիչների շրջանում կան տուժածներ։

Մենք բազմաթիվ անգամ, դեռևս ապրիլյան ագրեսիայի օրերին, ուշադրություն ենք հրավիրել այն փաստին, որ ադրբեջանական կողմը, խախտելով միջազգային մարդասիրական իրավունքի բոլոր նորմերը, չի խորշում օգտագործել իր իսկ քաղաքացիական բնակչությանը որպես կենդանի վահան՝ Արցախի տարածքը գնդակոծելու նպատակով։

Սահմանի երկու կողմերում ապրող խաղաղ բնակչությունը վաղուց արդեն գերի է դարձել ադրբեջանական իշխանությունների քաղաքականությանը՝ ուղղված Արցախի և Ադրբեջանի զինված ուժերի շփման գծում լարվածության սրմանը և բանակցությունների վերականգման ուղղված միջնորդների ջանքերի տապալմանը։

Կատարվածը հերթական անգամ հաստատում է 2016 թ. մայիսի 16-ի Վիեննայի և 2016 թ. հունիսի 20-ի Սանկտ Պետերբուրգի գագաթնաժողովներում՝ շփման գծում իրավիճակի կայունացման նպատակով ձեռք բերված պայմանավորվածությունների կարևորությունը։ Նշված պայմանավորվածությունների անհապաղ իրագործումը, որը տորպեդահարվում է Ադրբեջանի կողմից, թույլ կտա հետագայում խուսափել նման միջադեպերից»։
