Իրավական պետությունում օրենքը պետք է իշխի, իրավունքն էլ գերակայի. Հրանուշ Հակոբյանը՝ Սահմանադրության օրվա մասին

ՀՀ Սահմանադրությունը երկրի հիմնական օրենքն է, որն էլ պետության հիմք է հանդիսանում։ ՀՀ սփյուռքի նախարար Հրանուշ Հակոբյանը մեծապես կարևորում է ՀՀ Սահմանադրության կետերից մեկը, որի համաձայն՝ իշխանությունը պատկանում է ժողովրդին։ «Արմենպրես»-ի հետ զրույցում նախարարը նկատեց, որ հիմնական օրենքը պետության հիմքն է, որովհետև պետության քաղաքական, իրավական ինստիտուտների ամբողջ գնահատականը, բնութագիրը տալիս է Սահմանադրությունը։

«Սահմանադրության գոյությունն արդեն մեծագույն հիմք է նաև պետական, օրենսդրական ամբողջ համակարգը ստեղծելու առումով։ Կարծում եմ, որ 1995 թվականից մինչև այսօր լուրջ բարեփոխումների է ենթարկվել մեր Սահմանադրությունը։ Դրա երկու գլխավոր սկզբունքները մնացել են անփոփոխ՝ առաջին և երկրորդ հոդվածներն են։ Առաջինում չափվում է երկրի բնութագիրը՝ իրավական, սոցիալական, ժողովրդավարական և ինքնիշխան, իսկ երկրորդում ամենագլխավոր հաստատումն այն է, որ իշխանությունը պատկանում է ժողովրդին։ Կարծում եմ, որ մնացած բոլոր հոդվածները կարելի է փոխել, բայց այդ հիմնարար մասերը պետք է մնան։ Սահմանադրություն ունենալը պետք է մեզ համար դառնա իրական տոն։ Մենք պետք է հասկանանք, որ պետական կառավարման համակարգի ողջ սկզբունքները արտացոլված են ՀՀ Սահմանադրության մեջ։ 2015 թվականին սահմանադրական բարեփոխումները բերեցին նրան, որ մենք մեկ տարվա ընթացքում սահուն անցում ենք կատարելու խորհրդարանական կառավարման համակարգ։ Այդ ամենն էլ իր հերթին բերելու է մյուս ինստիտուտների լիազորությունների ակնհայտ փոփոխության։ Առաջիկա մեկ տարին հնարավորություն կտա, որ բոլոր փոփոխությունները իրականություն դառնան և դրանով ժողովուրդն իր միակ ինստիտուտը, որն ընտրում է՝ դարձնում է գլխավորն ու հիմնականը, որպեսզի կարողանա վերահսկողության սահմանման միջոցով առավել ժողովրդավարական դարձնել երկիրը, առավել պատասխանատու դարձնել գործադիր իշխանության մարմինները»,- ասաց Հրանուշ Հակոբյանը։ 
Նրա խոսքով՝ այսքան տարիների ընթացքում զարգացման որոշակի փուլ է բացվել և բնական է, որ խորհրդային տարիներից անցում կատարելն այնքան էլ հեշտ չէ։ 
«Այդ ժամանակահատվածի և այսօրվա միջև, իհարկե, մտածողության, մոտեցումների տարբերություն կա։ Նոր համակարգում ազատ ու անկախ պետության կառուցման գաղափարներն ու սկզբունքներն են արդեն դրվում նոր, ազատ ու անկախ հասարակությունում աճող սերնդի մեջ։ Մեզ համար այժմ կարևոր է, որ իրավական պետությունում, որտեղ մենք շատ անելիքներ ունենք, օրենքը պետք է իշխի, իրավունքն էլ գերակայի։ Մեր գործողություններում, մեր աշխատանքում դեռ ոչ բոլորն են կարողանում գործել իրենց լիազորությունների շրջանակում։ Իրավական գիտակցությունը երկրում դեռ այդքան չի հասունացել, որ մարդը մարդ լինելուց զատ լինի նաև քաղաքացի»,- նշեց ՀՀ սփյուռքի նախարարը։
