Ադրբեջանի իշխանությունները պաշտոնապես հաստատել են այն փաստը, որ խտրականություն են դրսևորում այդ երկիր այցելող Ռուսաստանի Դաշնության այն քաղաքացիների նկատմամբ, ովքեր ունեն հայկական ազգանուններ կամ հայկական ծագում: Ինչպես հաղորդում է «Արմենպրես»-ը՝ վկայակոչելով «ՌԻԱ Նովոստի»-ն, խնդրի առնչությամբ ՌԴ արտաքին գործերի նախարարության կողմից հնչեցված մտահոգությանը պատասխանել է Ադրբեջանի ԱԳՆ խոսնակ Հիքմեթ Հաջիևը:

Նա չի հերքել, որ նման խտրականություն իսկապես դրսևորվում է՝ պատճառաբանելով իրենց նման գործելաոճն այն շինծու մեղադրանքով, թե իբր այդ ՌԴ քաղաքացիները «կարող են Ադրբեջանում սադրանքներ իրականացնել»: «Մենք անվտանգության նման քայլեր ենք ձեռնարկում և այս մասին հայտնել ենք ռուսական կողմին»,- ասել է Հաջիևը:

Ռուսաստանի Դաշնությունը պահանջել է Ադրբեջանի իշխանություններից դադարեցնել խտրական վերաբերմունքն այդ երկիր ժամանող այն ՌԴ քաղաքացիների նկատմամբ, ովքեր ունեն հայկական ազգանուններ: «Ստիպված ենք հաստատել, որ Ադրբեջան ժամանող ռուսաստանցիներն իսկապես խտրականության են ենթարկվում էթնիկ սկզբունքի հիման վրա: Շարունակում ենք պահանջել դադարեցնել այդ զայրացնող խտրական գործելաոճը, որը չի համապատասխանում երկու երկրի միջև բարեկամական հարաբերություններին: Բնականաբար, եզրակացություններ ենք անելու ստեղծված իրադրությունից»,- հայտարարել են ՌԴ արտաքին գործերի նախարարությունից:

Ռուսաստանի արտաքին քաղաքական գերատեսչությունից հայտնել են, որ 2017 թվականի ընթացքում ՌԴ 25 քաղաքացու արգելել են մուտք գործել Ադրբեջան: Նրանց մի քանի ժամով սպասեցրել են, որոշ դեպքերում անգամ առանց ուտելիք, ջուր և բժշկական օգնության, այնուհետև իրենց իսկ հաշվին հետ էին ուղարկել: Որպես պատճառաբանություն է նշվել նրանց հայկական ազգանունները, սակայն եղել են նաև դեպքեր, երբ «ռուսական ազգանուններով, անուններով ու հայրանուններով անձանց հարցաքննել են հայկական նախնիներ ունենալու փաստը բացահայտելու նպատակով»:
