Նախակրթարաններում խտրական վերաբերմունք կա. Երեւանում դրանք անվճար են, մարզերում՝ վճարովի: Այս մասին ՀՀ վարչապետ Կարեն Կարապետյանին ուղղված նամակում նշել է Ժուռնալիստների «Ասպարեզ» ակումբի խորհրդի նախագահ եւ Գյումրիի ավագանու անդամ Լեւոն Բարսեղյանը:

Նամակում, մասնակվորապես ասվում է.

«Դպրոց ոտք դնող երեխաները այս խտրականության հետեւանքով իրենց գիտելիքներով բաժանվում են երկու խմբի՝ (1) առավել նախապատրաստված կամ որոշ նախնական գիտելիքներ ունեցողներ, եւ (2) շատ սահմանափակ գիտելիքներ ունեցողներ կամ չունեցողներ: (Նամակը տես այս հաղորդագրությանը կից): Նամակում ասվում է, որ այս խտրականությունը պայմանավորված է Երեւանի բյուջեի առավել բարենպաստ վիճակով՝ մնացած համայնքների համեմատ, ինչը արտահայտվում է ոչ միայն նախակրթարանների ֆինանսավորման ոլորտում:

Նամակում մասնավորաբար ասվում է.«...Հայտնի պիտի լինի Ձեզ, որ համայնքների բյուջեների ձեւավորման ՀՀ գործող օրենսդրությունը եւ պրակտիկան այնպիսին է, որ համայնքներում շնչին ընկնող համայնքային բյուջեի ցուցանիշը հեռու է համահավասար կամ համահավասարին մոտ լինելուց, մի համայնքում այդ ցուցանիշը կարող է մինչեւ 7-ապատիկ գերազանցել մեկ այլ համայնքի ցուցանիշը: Մասնավորաբար, Երեւանում շնչին ընկնող համայնքային բյուջեն 2,5-3 անգամ ավելի մեծ է, քան մյուս խոշոր քաղաքների համանման ցուցանիշը: Ակնհայտորեն սա թույլ չի տալիս մարզերում համայնքային բյուջեից այնպես ֆինանսավորել համայնքապատկան մանկապարտեզները, որ վերջիններս կարողանան համայնքների բոլոր երեխաներին անվճար նախնական կրթություն ապահովել, իսկ Երեւանում դա հնարավոր է: Կարծում եմ, որ եթե այս վիճակը տեւական դառնա, եւ խնդիրը չկարգավորվի, հաշվի առնելով նաեւ բազմաթիվ այլ խտրական երեւույթներ, որոնք առկա են պետական կառավարման սխալների եւ թերությունների պատճառով (տարբեր համայնքների կոմունալ տնտեսությունների մեջ խտրական ներդրումները եւ այլն), շարունակվելու է մարզերից միգրացիան դեպի մայրաքաղաք, դրանից բխող այլ հետեւանքներով»:

Նամակում Լ.Բարսեղյանն առաջարկել էր հանձնարարել ուսումնասիրել այս խնդիրը, մշակել երեւանյան եւ մարզային երեխաների նախարկրթարանային ուսման հավասար եւ արդար մատչելիության ապահովման մեխանիզմներ, այսպիսով վերացնել առկա խտրականությունը այս ոլորտում: Դա կարող է լինել սուբվենցիաների միջոցով, «Ֆինանսական համահարթեցման մասին» ՀՀ օրենքի արմատական վերանայման եւ/կամ այլ միջոցներով: 

2017 թ. մայիսի 22-ին ՀՀ տարածքային կառավարման եւ զարգացման նախարարի տեղակալ Վաչե Տերտերյանը պատասխանել է վարչապետին ուղղված նամակին: Պատասխանում, մասնավորաբար, ասվում է. «...ՀՀ տարածքային կառավարման եւ զարգացման նախարարությունն իր իրավասությունների շրջանակներում հայտնում է, որ Ձեր կողմից բարձրացված խնդիրն արդիական է, եւ այն կարգավորելու նպատակով՝ նախարարության կողմից կատարվում են բազմակողմանի ուսումնասիրություններ: Ձեր կողմից արված առաջարկությունները հաշվի կառնվեն»:
