«Հայկական ժամանակ» թերթը գրում է. «ՀՀ արդարադատության նախարարությունը կառավարության առաջիկա նիստի քննարկման է առաջարկել փոփոխություններ «Հավաքների ազատության մասին» ՀՀ օրենքում: Այդ փոփոխությունների հիմնական բովանդակությունն այն է, որ խաղաղ հավաքներին մասնակցելու իրավունք են ձեռք բերում ՀՀ Սահմանադրական դատարանի անդամները:
Սահմանադրական դատարանի անդամների՝ հավաքներին մասնակցելու սահմանափակումների վերացումը, իհարկե, չափազանց կարևոր դրույթ է, և դա հենց այն էր, ինչը չէր բավականացնում Հայաստանը աշխարհի ամենաժողովրդավարական երկրների շարքում հայտնվելու համար: Օրենսդրական այս փոփոխությունից հետո, թերևս, մեր ՍԴ անդամներն արդեն «արխային» դուրս կգան փողոց և իրենց պահանջներն ու դժգոհությունները կհայտնեն, ինչի իրավունքից նրանք զրկված են եղել մինչև հիմա: Սա լրջագույն ձեռքբերում է Հայաստանի ժողովրդավարացման ճանապարհին:
Համենայնդեպս, այսպիսի տպավորություն կարելի է ստանալ փոփոխությունների նախագծին կցված հիմնավորումներից:
…Առաջարկվող փոփոխությունից կարելի է նաև մոտավոր պատկերացում կազմել, թե որքան հեղափոխական ազդեցություն են ունենալու Սահմանադրության մեջ կատարված փոփոխությունները, քանի որ օրինագծի մշակումը թելադրված է ՀՀ Սահմանադրության «բարեփոխումներով»: Բերված օրինագծի կարևորությունը ընդգծվում է նաև նրանով, որ այն կառավարության նիստի օրակարգում է հայտնվել Սահմանադրության օրվան ընդառաջ:
Մնում է հուսալ, որ հանրահավաքի դուրս եկած ՍԴ անդամների դեմ ջրցաններ չեն կիրառի, քաղաքացիական հագուստներով ու դեղերի տակ գտնվող ոստիկանները նրանց քացու տակ չեն առնի ու նրանց քաղմասներ չեն տանի մի քանի օրով, ինչպես լինում է հանրահավաքների ու երթերի մասնակցող սովորական մահկանացուների դեպքում մեր՝ այլևս աշխարհի ամենաժողովրդավարական երկրում»:
