Նախարարի հանձնարարականը ուսանողական թվի նվազման հետ է կապված. Tert.am-ի հետ զրույցում ասաց Հայաստանի պետական տնտեսագիտական համալսարանի ռեկտոր Կորյուն Աթոյանը՝ անդրադառնալով ԿԳ նախարար Լևոն Մկրտչյանի հայտարարությանը, թե շրջաբերական է ուղարկել բոլոր համալսարանների ռեկտորներին՝ առաջարկելով վերանայել վարչական ապարատը:
«Ընդհանուր ուսանողների թիվը կրճատվում է, հետևաբար պետք է նաև կրճատվի վարչական ապարատը: Մեր եկամուտների աղբյուրը ուսման վարձերն է և բնականաբար պետք է օպտիմալացնել, որ ռիսկեր չպարունակի: Եթե վարչական ապարատը գնա կրճատման, բնականաբար պետք է գնա նաև պրոռեկտորների որոշակի գործառույթների խտացման»,-ասաց ռեկտորը, խոսելով կոնկրետ իր ղեկավարած բուհում 5 պրոռեկտորի հաստիքի անհրաժեշտության մասին:
Ռեկտորը հերթով ներկայացրեց, թե պրոռեկտորներից մեկը գիտության, արտաքին կապերով է զբաղվում, մյուսը ուսումնամեթոդական խնդիրներով, մեկ ուրիշը կազմակերպական խնդիրները, մյուսը՝ ուսանողների ու շրջանավարտների հետ աշխատանքի գծով է և հինգերորդը՝ վարչական հարցերով: «Հիմա շատ է, թե քիչ է, միգուցե և շատ է, և դրա համար էլ պետք է փորձենք կրճատել, գործառույթների խնդիր է, դժվար է գնահատական տալ, կարելի է նաև որոշակի ճյուղեր միավորել, համատեղել»,-ասաց նա:
Կորյուն Աթոյանը նկատեց, որ այսօր բուհեր կան, որ պետք է ավելացնեն պրոռեկտորի հաստիքը, եթե գործառույթ կա: «Օրինակ՝ արտասահմանցի շատ ուսանող ունեցող բուհերը ունեն այդ գծով զբաղվող պրոռեկտոր: Հիմա նախարարը շեշտում է, զգում է, որ կարելի է թվաքանակ կրճատել: Հիմա մեր դեպքում բո՞ւհն է 5 պրոռեկտորի հաստիք դրել, կառավարման խորհուրդը դրել է, հիմա էլ պետք է վերանայվի: Այս տեսակետից, որևէ վտանգավոր բան չեմ տեսնում»,-ասաց նա:
ՀՊՏՀ ռեկտորը միաժամանակ շեշտեց, որ դա չպետք է կտրուկ միջոցներով իրականացվի: «Ներդաշնակ, համաչափ կրճատման մասին է խոսքը, որ նոր կարդերով չհամալրվեն: Ես չեմ պատրասվում կտրուկ կրճատումների գնալ և բարեփոխումների շրջանակում միշտ էլ արվել է: Տեսեք, եթե ուսանողական քանակ է նվազում, պարզ է, որ կրճատվում են, դասախոս պրոֆեսոր կազմը ավտոմատ է գնում, որովհետև այսքան ժամ կա, այսքան դասախոս, ժամը քչացավ, իրենք ժամ չեն ունենում, հետևաբար ի՞նչ է արվում, ավելի տարիքով մեծն էլ թոշակի է գնում, նորերին չես ընդունում»,-ասաց նա:
