«Իրավունքը» «Ուղիղ կապ» խորագրի ներքո հյուրընկալել էր Երեւանի քաղաքապետի օգնական, քաղաքային տուրիզմի ոլորտը համակարգող ՄԱՐԻԱ ԲԱՐԱՂԱՄՅԱՆԻՆ, որը պատասխանեց մեր ընթերցողների կողմից հնչեցված «Երեւանյան ամառ» ծրագրին ու, ընդհանրապես, քաղաքային տուրիզմին վերաբերող հարցերին:Фото Ուղիղ կապ.
«ԵՐԵՎԱՆՆ ԱՎԵԼԻ ՇՈՒՏ ՃԱՆԱՉԵԼԻՈՒԹՅԱՆ ԽՆԴԻՐ ՈՒՆԻ»
– Երեւանի քաղաքապետարանի կողմից ի՞նչ ծրագրեր են իրականացվել, եւ ի՞նչ քայլեր են ձեռնարկվելու` քաղաքում տուրիզմի զարգացման համար: (ՆԱՐԻՆԵ ՍԻՄՈՆՅԱՆ)
– Նախ ասեմ, որ այս վերջին 5 տարվա ընթացքում գրեթե զրոյից սկսվեց ձեւավորվել այս դաշտը, որովհետեւ քաղաքային տնտեսության ոլորտում երբեւիցե քաղաքապետարանն իր կառուցվածքի մեջ չի ունեցել տուրիզմի բաժին: Այս տարիների ընթացքում այն անցնում էր տարբեր վարչություններից վարչություն, ինչն էլ անդրադառնում էր նաեւ գործունեության վրա: Սկզբից բաժինը մշակույթի, սպորտի եւ երիտասարդության վարչության շրջանակում էր, հետո տեղափոխվեց զարգացման եւ ներդրումային ծրագրերի, ապա վերադարձավ մշակույթի եւ տուրիզմի վարչություն, ու հիմա ավագանու վերջին նիստի որոշմամբ՝ այն դարձավ առանձնացված ստորաբաժանում, ինչի շնորհիվ այսօր արդեն հնարավորություն ունենք էլ ավելի համարձակ եւ հաստատուն քայլեր կատարելու` քաղաքային տուրիզմի ոլորտում: Մինչեւ հիմա այս ոլորտում շարժվել ենք 4 ուղղությամբ` մայրաքաղաքում զարգացնել միջոցառումային զբոսաշրջությունը, մշակել ենթակառուցվածքների` հյուրանոցների, պատմագիտական վայրերի ներդրումային ծրագրեր, Երեւանի քույր եւ գործընկեր քաղաքների հետ համագործակցության շնորհիվ Երեւանը դիրքավորել` որպես զբոսաշրջային քաղաք եւ համակարգել Երեւան «Սիթի տուր» երկհարկանի ավտոբուսներով ծրագիրը, որն արդեն հինգ տարի է գործում է:
– Զբոսաշրջիկները հիմնականում դժգոհում են, որ մեզ մոտ այցելելու համար բավականին մեծ գումարներ են անհրաժեշտ, մասնավորապես` հյուրանոցներում տեղավորվելու եւ այլ վայրեր այցելելու համար: Այս առումով ի՞նչ հավելյալ աշխատանքներ են տարվում: (ԱՆԱՀԻՏ, ք. Երեւան)
– Վարչապետի որոշմամբ` ստեղծվել է զբոսաշրջության կոմիտե, եւ այդ կոմիտեն է պատասխանատու հանրապետության զբոսաշրջության ողջ քաղաքականության, այդ թվում նաեւ օդային քաղաքականության մշակման համար: Ինչ վերաբերում է գներին, այդ ամենը մասնավոր ոլորտ է, եւ Երեւանի քաղաքապետարանի տուրիզմի բաժինն այս պահին չունի որեւէ իրավական լծակ` մասնավոր ոլորտին գնացուցակ պարտադրելու: Բացի այդ, նույն մասնավոր ոլորտն այսօր խնդիրներ ունի բարձր եւ ցածր սեզոնայնության: Օրինակ, ձմռանը բոլոր հյուրանոցները գրեթե դատարկ են, որովհետեւ հետաքրքրությունը գնում է դեպի լեռնադահուկային տուրիզմը, եւ մարդիկ նախընտրում են այցելել Ծաղկաձոր, քան մնալ մայրաքաղաքում: Միեւնույն ժամանակ, համամիտ չեմ ձեր մտքի հետ, որ զբոսաշրջիկները հիմա դժգոհում են բարձր գներից: Եթե այս մասին ասեիք 5-6 տարի առաջ, միգուցե համաձայնեի, բայց այսօր ստեղծվել է օդային քաղաքականության ազատ գոտի, ու սակագների լայն շուկա կա, ինչպես նաեւ տարբեր օպերատորներ են աշխատում դաշտում, եւ այս առումով չունենք խնդիրներ: Երեւանն ավելի շուտ ճանաչելիության խնդիր ունի եւ դիրքավորման` որպես զբոսաշրջային քաղաք: Այդ տեսանկյունից մտածում ենք քայլեր, որի փաթեթավորման արդյունքում Երեւանն իսկապես կդառնա զբոսաշրջային քաղաք:
