ՀՀ-ում ԱՄՆ դեսպան Ռիչարդ Միլսի հայտարարությունները, որ Հայաստանում կան նպաստավոր պայմաններ նոր բիզնես սկսելու համար, բայց մտահոգիչ է հարկային, մաքսային վարչարարությունը, կարող են հետապնդել թե՛ քաղաքական, թե՛ տնտեսական նպատակներ: Tert.am-ի հետ զրույցում այս մասին ասաց տնտեսագետ Վիլեն Խաչատրյանը:

Վիլեն Խաչատրյանը նշեց, որ գուցե Ռ. Միլսն այսպես կոչ է անում Հայաստանի իշխանություններին կարգավորել իրավիճակը, որպեսզի ամերիկյան ներդրումները հոսեն դեպի Հայաստան:

«Չի բացառվում, որ ԱՄՆ դեսպանի հայտարարությունները նպատակ ունեն միջավայրը բարելավվել, որպեսզի իրենց բիզնես հնարավորությունները օգտագործեն, ներդրումներ իրականացնեն, իսկ դրա համար ավելի նպաստավոր իրավիճակ է պետք»,- ասաց Վ. Խաչատրյանը:

Տնտեսագետը նշեց, որ հնարավոր է՝ ԱՄՆ-ից ներդրողները այստեղ խոչընդոտների են հանդիպում կամ փորձում են ներդրումներ իրականացնելուց առաջ կանխել հնարավոր խոչընդոտները: «Հայաստանում մեծ տեսակարար կշիռ ունեն ռուսական ներդրումները, սա տարիներ շարունակ այսպես է եղել: Այս գործոնը ևս բացասական ազդեցություն է թողնում, որովհետև խաղի կանոնները տարբեր են»,- ավելացրեց Վիլեն Խաչատրյանը:

Թե որն է պատճառը, որ մրցունակ պայմաններ ներդրողների համար այդպես էլ չեն ստեղծվում, չնայած իշխանությունները հավաստիացնում են, որ իրենց համար սա առանցքային խնդիր է և քայլեր են ձեռնարկում, տնտեսագետը պատասխանեց. «Ցանկացած միջավայր ստեղծելը մեկ օրվա, մեկ ժամվա խնդիր չէ, այն ունի իր պատմությունը: Ներդրողների իրավունքների պաշտպանությունը, հավասար իրավունքները, այսինքն՝ օրենսդրական դաշտը կարևոր է:

Բայց մյուս կողմից էլ՝ ներդրողները նայում են ՀՀ պատմությունը, թե ովքեր են ներդրումներ արել, ինչ են ներդրել և այլն: Երբ մարդը իր հեղինակությունը կորցնում է, բավական երկար ժամանակ է պահանջում, որ այն վերականգնի: Ժամանակին մենք չենք ունեցել նպաստային միջավայր, եկել են մարդիկ ու կորուստներ են ունեցել: Սա ստեղծել է վատ իմիջ: Եվ ներկայիս ներդրողները նայելով այս պատմությունը գուցե հրաժարվում են կապել իրենց կյանքը ՀՀ տնտեսության հետ»:

Խաչատրյանն ասաց, որ ներդրողները երկրի մասին պատկերացում են կազմում նման տեղեկատվության շնորհիվ և հետ բերել ՀՀ վարկանիշը՝ որպես վստահելի ներդրման հարթություն, մեկ կառավարության և մեկ օրվա խնդիր չէ:

«Բոլոր հնարավոր բացասական բծերը, որոնք կան ներդրումային միջավայրում, պետք է վերացնել: Հայաստանն ունի միջազգային հեղինակությունը ներդրումային հարթակներում բարձրացնելու կարիք: Քանի դեռ այս հարցը լուծված չէ, ներդրողները չեն հավատա ու չեն վստահի ՀՀ-ին»,- շեշտեց Վիլեն Խաչատրյանը:
