Բացահայտվել են կաշառքի դիմաց պարտադիր զինվորական ծառայությունից տարկետումներ ստանալու դեպքեր

ՀՀ քննչական կոմիտեի Հատկապես կարևոր գործերի քննության գլխավոր վարչությունում քննվող քրեական գործով բացահայտվել են կաշառքի դիմաց, կեղծ հիմքերով պարտադիր զինվորական ծառայությունից տարկետումներ ստանալու դեպքեր. առաջադրվել են մեղադրանքներ: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Նախնական քննությամբ փաստական տվյալներ են ձեռք բերվել առ այն, որ պարտադիր ժամկետային զինվորական ծառայության տարիքի հասած երկու պատանի ծառայությունից ապօրինի ազատվել, տարկետումներ են ստացել` կաշառքի միջոցով առողջական վիճակի վերաբերյալ կեղծ հիմքեր ստեղծելով։ 

Մասնավորապես՝ պարտադիր ժամկետային զինվորական ծառայության տարիքի հասած տղաների ծնողները 2016թ. հոկտեմբերից մինչև 2017թ. փետրվարն ընկած ժամանակահատվածում, նախապես ձեռք բերված պայմանավորվածության համաձայն, ենթադրյալ հանցագործություն կատարած անձանց փոխանցել են առանձնապես խոշոր չափերի գումար, ինչի դիմաց վերջիններս համապատասխան պաշտոնատար անձանց միջոցով իրականացրել են պարտադիր զինվորական ծառայությունից ազատելու կամ տարկետումներ ստանալու հարցերը: 

Ձեռք բերված կեղծ բժշկական տեղեկանքները զինկոմիսարիատներ ներկայացնելու արդյունքում երկու տղաները ճանաչվել են ժամանակավորապես ոչ պիտանի զինվորական ծառայությանը, և նրանց տրվել է տարեկետում՝ 3 տարի ժամանակով: 

Ձեռնարկված քննչական գործողությունների արդյունքում բացահայտվել է նաև այն անձի ինքնությունը, ով տղաների ծնողներին օժանդակել է՝ իրենց  օգտին գործողություններ կատարելու համար պաշտոնատար անձանց առանձնապես խոշոր չափերի կաշառք տալուն: Վերջինիս հունիսի 30-ին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 38-312-րդ հոդվածի 3-րդ մասի 1-ին կետով (2 դրվագ) և նրա նկատմամբ որպես խափանման միջոց  ընտրվել կալանավորումը:

Քրեական գործի շրջանակներում ավելի վաղ որպես մեղադրյալ են ներգրավվել նաև երեք այլ անձինք։ Նախաքննությունը շարունակվում է, կատարվում են մեծածավալ քննչական գործողություններ՝ ենթադրյալ հանցագործություն կատարած անձանց ամբողջ շրջանակը պարզելու, նրանցից յուրաքանչյուրի գործողություններն անհատականացնելու ուղղությամբ: 

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
