«Կովկաս» ինստիտուտի փոխտնօրեն, քաղաքագետ Սերգեյ Մինասյանը գտնում է, որ Հայաստանի և Ադրբեջանի արտգործնախարարներ Էդվարդ Նալբանդյանի և Էլմար Մամեդյարովի ակնկալվող հանդիպումը բանակցային գործընթացի շարունակության տեսանկյունից կարևոր է, սակայն որևէ լուրջ ակնկալիք չկա: 

«Ցանկալի կլիներ, որ միջազգային հանրության ճնշման տակ Ադրբեջանը վերջապես ընդունի  վստահության մեխանիզմների ներդրումը, սակայն կարծում եմ, որ Ադրբեջանի գործողություններ չեն խոսում այն մասին, որ հնարավոր է Ադրբեջանը գնա այդ քայլին»,-ասաց նա:

Սերգեյ Մինասյանը նշեց, որ այս պահին կարող ենք արձանագրել, որ բանակցությունները նույն տեղում են մնում: Ինչ վերաբերում է հարցին, թե սահմանին տիրող իրավիճակի վրա ինչ անդրադարձ կարող է ունենալ բանակցային գործընթացը, Սերգեյ Մինասյանն ասաց. «Սահմանն ապրում է իր սեփական կյանքով: Մինչև չներդրվեն վստահության մեխանիզմները, սահմանում իրավիճակն էապես չի փոխվի»: 

Քաղաքագետը նշեց, որ միջազգային հանրությունը շահագրգռված է բանակցային գործընթացի շարունակության և վստահության մեխանիզմների ներդրման հարցով:

«Այդ առումով միջազգային հանրության մոտեցումները, կարելի է ասել, ընդհանուր է և լուրջ հակասություններ չկան: Իրենք շահագրգռված են, որ չլինի մեծ պատերազմ, սակայն չափից ավելի քաղաքական ռեսուրսներ չեն ցանկանում ներդնել դրա համար»,- ասաց նա և ավելացրեց, որ բոլորն զբաղված են ավելի «լուրջ» գործերով` Սիրիա, Մերձավոր Արևելք, Ուկրաինա:

Ինչ վերաբերում է ղարաբաղյան հակամարտության կարգավորման վերաբերյալ Մինսկի խմբի դիրքորոշմանը, քաղաքագետն ասաց, որ չի կարծում, թե որևէ լուրջ փոփոխություն կա, կամ կլինի:
