Ընտանիքների անապահովության գնահատման համակարգից՝ սոցիալական գնահատման համակարգ

««Սոցիալական աջակցության մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» և ««Պետական նպաստների մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրենքների նախագծերով նախատեսվում է սոցիալական աջակցության ոլորտում ձևավորել ընտանիքի սոցիալական գնահատման համակարգ՝ ներկայումս գործող ընտանիքների անապահովության գնահատման համակարգի փոխարեն, որով կմեկնարկի մարդկային կապիտալի զարգացման գործառնական հենքը: Նախագիծը շրջանառության է դրվել օրեր առաջ:
 
Մշակման աշխատանքներում մասնակցել է Աշխատանքի և սոցիալական հարցերի նախարարության աշխատակազմի սոցիալական աջակցության վարչությունը:
Ընտանիքի սոցիալական գնահատման համակարգում հաշվառումը ենթադրում է ՀՀ–ում բնակվող որևէ ընտանիքի, անկախ աղքատության կամ բարեկեցության մակարդակից, հաշվառման գործընթաց, որով կվերածվի նաև այդ համակարգին դիմելը նվաստացուցիչ հանգամանք ընկալելու փաստը:
 
Ըստ նախագծի՝ ընտանիքի սոցիալական գնահատման համակարգի միջոցով գնահատական կտրվի ընտանիքի թե՛ անապահովության, թե՛ բարեկեցության ու բարօրության վիճակին` առաջին դեպքում նախատեսելով սոցիալական ծառայությունների համապատասխան փաթեթի տրամադրում, այդ թվում նաև նպաստ, իսկ երկրորդ դեպքում խնամատար ընտանիքի, խնամակալի ընտրության, ինչպես նաև երեխա որդեգրել ցանկացող ընտանիք հաշվառելու հնարավորություն: «Պետական նպաստների մասին» ՀՀ օրենքի 2–րդ գլուխը վերաբերում է ընտանիքների անապահովության գնահատման համակարգին: Այդ գլխում ներառված 9–12–րդ հոդվածներով կարգավորվում են ընտանիքների անապահովության գնահատման համակարգի, դրանում հաշվառվելու, ընտանիքների անապահովության գնահատման կարգի, ընտանիքի անապահովության միավորի որոշման, ինչպես նաև ընտանիքների անապահովության գնահատման համակարգի տեղեկատվական շտեմարանների հետ կապված հարաբերությունները: Նոր նախագծով առաջարկվում է ուժը կորցրած ճանաչել այդ գլուխը բոլոր հոդվածներով և այն տեղափոխել «Սոցիալական աջակցության մասին» օրենք, որպես ընտանիքի սոցիալական գնահատման համակարգ, նախատեսելով աղքատ ընտանիքներին տրամադրվող` կենսամակարդակի բարձրացմանն օժանդակող կամ դրա վատթարացումը կանխող նպաստները, որպես սոցիալական ծառայություններից միայն մեկը:
 
Ընտանիքի սոցիալական գնահատման համակարգը կդառնա սոցիալական դեպքի վարման հիմքը, որի արդյունքում կգնահատվի ընտանիքի կենսամակարդակը` քանակական և որակական ցուցանիշներով, ինչպես աղքատությունը, այնպես էլ բարեկեցությունը: Կգնահատվեն նաև ընտանիքի ռեսուրսները՝ թե գույքային և թե ոչ գույքային, որով կարևորվում է մարդն իր անհատական ներուժով, ստեղծելով նախադրյալներ մարդկային կապիտալի զարգացման համար: Սրանով ակնկալվում է կյանքի դժվարին իրավիճակում հայտնված ընտանիքին սոցիալական աջակցության տրամադրման հասցեականության, իրականացվող ծրագրերի ծախսարդյունավետության մեծացում:
