Մարզպետարանների ներկայացրած ծրագրերի որակը հեռու է ժամանակակից պահանջներից

ՀՀ վարչապետ Կարեն Կարապետյանը «Երկխոսություն տեղական տնտեսական զարգացման շուրջ» թեմայով քննարկմանը, որի ժամանակ տեղի է ունեցել նաև «Տնտեսության զարգացումը համայնքներում» ձեռնարկի շնորհանդեսը, կրկին հիշեցրել է, որ պետք է նոր շունչ, նոր որակ հաղորդենք կառավարություն–մարզպետարան–համայնքներ եռաստիճան կառավարմանը:
 
«Կառավարչական մակարդակում այսօրվա հրամայականն այն է, որ ղեկավարները լինեն ժամանակակից, կանոնավոր աշխատեն իրենց վրա: Բազմիցս ասել ենք, որ տարածքային համաչափ զարգացումը մեր հանրապետությունում չափազանց կարևոր խնդիր է: Հայաստանի Հանրապետության քաղաքացին, առաջին հերթին, իր հարցերը փորձում է լուծել համայնքում: Ինչպիսի՞ն են համայնքում տրանսպորտի վիճակը, բիզնես միջավայրը, սանիտարական մաքրումը, արդարության ընկալումը, աշխատատեղերի ստեղծումը. հենց սրանով է քաղաքացին գնահատում իշխանության գործունեությունը և իր լավ ու վատ լինելը»,– ասել է կառավարության ղեկավարը:
 
Վարչապետը նաև նշել է, որ ՀՀ մարզպետների համար Ամերիկյան համալսարանում կազմակերպված դասընթացները նույնպես մարզպետների կարողությունների զարգացման համար է իրականացվում, ինչը շարունակական է լինելու, բայց ներկայի վիճակը բավականին խնդրահարույց է:
 
«Բոլոր համայնքներից ստացել ենք համայնքների զարգացման ծրագրեր: Բացի դրանից,համայնքները ներկայացրել են բիզնես ծրագրեր, որոնք կարող են բիզնես միջավայրը փոխել և նպաստել աշխատատեղերի ստեղծմանը: Որոշ ծրագրերի արդեն սկսել ենք օժանդակել: Այդ ծրագրերի որակը, ցավոք, հեռու է ժամանակակից պահանջներից: Բայց մենք երբեք չպետք է հոգնենք ու պետք է վստահորեն գնանք այս ուղղությամբ՝ համոզված լինելով, որ վերջում հասնելու ենք կառավարման այն մակարդակին, որն այսօր ՀՀ քաղաքացին մեզանից ակնկալում է, և որն ուղղակի անհրաժեշտ է», – նշել է վարչապետը:
 
Եվ բնական է, որ վարչապետին չեն «հասկանում» մարզպետներն ու գյուղապետները, քանի որ նրանք նույն մեդալի տարբեր կողմերից են աշխարհին նայում: Ու եթե Կ. Կարապետյանը խոսում է ինչ–որ նոր միտք կամ գաղափար կյանքի կոչելու և երկարաժամկետ կտրվածքով համայնքը, մարզը փոսից հանելու մասին, տեղական կառավարիչները միանգամից սկսում են հաշվարկել, թե ինչ ֆոկուս անեն, որ օդից փող «կպցնեն», հետո էլ ասեն՝ կներեք, չստացվեց: Բայց մոռանում են, որ դրա ժամանակներն անցել են և հիմա որևէ մեկը հենց այնպես ու չստացված ծրագրերի համար դժվար թե գումար տա: Էլ առաջվանը չէ, որ Ջերմուկի մոծակների դեմ պայքարելու համար բյուջեից ամեն տարի 15 մլն դրամ գումար «ծախսեն», ճահիճին ձեռք չտան, որ հանկարծ մոծակները չվերանան, իսկ քաղաքի ծառերը դույլով ու ցախավելով մշակեն, իբրև թե մոծակների դեմ են պայքարում:
 
Եվ այսպես երկար տարիներ, բայց հիմա ծախսած ամեն մի լումա «մտել» է խոշորացույցի տակ և ժամանակն է ոչ թե «օդից՝ փող» տարբերակով ծրագրեր մտածեն համայնքապետերն ու մարզպետները , այլ՝ «աշխարհի հետ համահունչ» տարբերակով, որը, կարծես թե, նրանցից բավականին հեռու է:
