Կառավարության նիստում ՀՀ Նախագահ Սերժ Սարգսյանը հայտարարեց, որ գործադիրի գործունեության կարևորագույն չափանիշը լինելու է թափանցիկության ապահովումը: Սերժ Սարգսյանը նշեց, որ մայիսի 18–ին խորհրդարանին և ժողովրդին հղած ուղերձում մանրամասն ներկայացրել է երկրի զարգացման իր տեսլականը, կարճաժամկետ, միջնաժամկետ և երկարաժամկետ խնդիրները: «Մենք միասին սահմանել ենք մի շարք կարևոր թիրախներ, որոնք արտացոլվել են կառավարության հաստատված ծրագրում: Պետք է լինենք պահանջկոտ և չբավարարվենք ձեռք բերածով, հակառակ պարագայում հեռուն չենք գնա: Բացի դրանից՝ մենք այժմ Սահմանադրության վերափոխման անցումային շրջանում ենք, իսկ դա նշանակում է, որ մինչև մյուս տարվա ապրիլի կեսը պետք է կատարենք բազմաթիվ օրենսդրական փոփոխություններ: Այդ աշխատանքը կատարելու համար անհրաժեշտ է գործել նպատակասլաց և սերտորեն համադրել կառավարության ու ԱԺ քայլերը»,– ասաց ՀՀ նախագահը:
 
Այնուհետև Սերժ Սարգսյանը հակիրճ անդրադարձավ այն հարցին, թե ինչպես պետք է իրականացվի կառավարության ծրագիրը և ավելացրեց, որ թափանցիկությունը լինելու է գործունեության կարևորագույն չափանիշներից մեկը: Այն, ըստ ՀՀ Նախագահի, պետք է լինի ոչ միայն աշխատաոճ, այլև ՀՀ սահմանադրության վերափոխված պահանջներին համապատասխանելու և նոր քաղաքական մշակույթ ձևավորելու մեր ընդհանուր ջանքը:
«Ձեզնից յուրաքանչյուրն անձամբ պետք է չափանիշներ սահմանի և օրինակ ծառայի ուրիշների համար: Ձեզնից է կախված ոչ միայն ձեզ վստահված ոլորտի, այլև մեր ընդհանուր առաջընթացը: Դուք եք սահմանելու այդ առաջընթացի դինամիզմն ու տեմպը: Այս առումով անցած տարիների փորձից կարող ենք կատարել մի շարք եզրակացություններ»,– ասաց ՀՀ Նախագահը:
