Կառավարության նիստում ՀՀ Նախագահ Սերժ Սարգսյանը հայտարարեց, որ գործադիրի գործունեության կարևորագույն չափանիշը լինելու է թափանցիկության ապահովումը: Սերժ Սարգսյանը նշեց, որ մայիսի 18-ին խորհրդարանին և ժողովրդին հղած ուղերձում մանրամասն ներկայացրել է երկրի զարգացման իր տեսլականը, կարճաժամկետ, միջնաժամկետ և երկարաժամկետ խնդիրները: «Մենք միասին սահմանել ենք մի շարք կարևոր թիրախներ, որոնք արտացոլվել են կառավարության հաստատված ծրագրում: Պետք է լինենք պահանջկոտ և չբավարարվենք ձեռք բերածով, հակառակ պարագայում հեռուն չենք գնա: Բացի դրանից՝ մենք այժմ Սահմանադրության վերափոխման անցումային շրջանում ենք, իսկ դա նշանակում է, որ մինչև մյուս տարվա ապրիլի կեսը պետք է կատարենք բազմաթիվ օրենսդրական փոփոխություններ: Այդ աշխատանքը կատարելու համար անհրաժեշտ է գործել նպատակասլաց և սերտորեն համադրել կառավարության ու ԱԺ քայլերը»,- «Արմենպրես»-ի հաղորդմամբ, ասաց ՀՀ նախագահը:

Այնուհետև Սերժ Սարգսյանը հակիրճ անդրադարձավ այն հարցին, թե ինչպես պետք է իրականացվի կառավարության ծրագիրը և ավելացրեց, որ թափանցիկությունը լինելու է գործունեության կարևորագույն չափանիշներից մեկը:

Այն, ըստ ՀՀ Նախագահի, պետք է լինի ոչ միայն աշխատաոճ, այլև ՀՀ սահմանադրության վերափոխված պահանջներին համապատասխանելու և նոր քաղաքական մշակույթ ձևավորելու մեր ընդհանուր ջանքը:

«Ձեզնից յուրաքանչյուրն անձամբ պետք է չափանիշներ սահմանի և օրինակ ծառայի ուրիշների համար: Ձեզնից է կախված ոչ միայն ձեզ վստահված ոլորտի, այլև մեր ընդհանուր առաջընթացը: Դուք եք սահմանելու այդ առաջընթացի դինամիզմն ու տեմպը: Այս առումով անցած տարիների փորձից կարող ենք կատարել մի շարք եզրակացություններ»,- ասաց ՀՀ Նախագահը:

Նրա խոսքով, հաջողություններ ենք արձանագրել այն բարեփոխումների պարագայում, որոնք հետևողականորեն և մանրակրկիտ բացատրվել են հասարակությանը, որքան էլ ցավոտ են եղել դրանք, հասարակությունը նման աշխատանքի շնորհիվ հստակ գիտակցել է դրա կարևորությունը և ընդունել դրանք: «Միգուցե սկզբում դժկամությամբ, բայց այնուհանդերձ ընդունել է: Կառավարության անդամները երբեք չպետք է զլանան իրենց անելիքը հանրությանը ներկայացնել ու բացատրել: Այդպիսի մի կարևոր աշխատանք այս պահին ունենք իրականացնելու՝ համայնքների խոշորացման ծրագիրն իրականացնելու ուղղությամբ: Մենք պետք է հետևողականորեն բացատրենք այս բարեփոխման անհրաժեշտությունը, մեր եղած սուղ միջոցները ճիշտ բաշխելու և արդյունավետ կառավարելու կարիքը»,- շեշտեց Սարգսյանը՝ ավելացնելով, որ թափանցիկությունն ինքնանպատակ չէ և անշուշտ ինքնադրսևորման միջոց չէ:

Ըստ ՀՀ Նախագահի, դրա հիմնական նպատակն է կոռուպցիայի և հովանավորչության վերացումը. պետական ծախսերի, գնումների համակարգը պետք է լինի ամբողջովին վերահսկելի ինչպես խորհրդարանի, այնպես էլ հասարակության համար: Սերժ Սարգսյանը շեշտեց, որ այժմ ներդրվում են կոռուպցիայի դեմ պայքարի նոր և բավականին ազդեցիկ միջոցներ, և դրանք պետք է համադրվեն նպատակասլաց աշխատանքի հետ:
