Իշխող Հանրապետական կուսակցության գործադիր մարմնի նիստում քննարկվել է 2016թ.-ի պետական բյուջեի կատարողականը: ՀՀԿ ԳՄ նիստից հետո այս մասին լրագրողների հետ զրույցում ասաց ԱԺ ՀՀԿ խմբակցության պատգամավոր, ԳՄ անդամ Գագիկ Մինասյանը:

Նա նշեց, որ խորհրդարանում կատարողականի վերաբերյալ ընթացող քննարկումները բավական կառուցողական են: «Ներկայացվում են նախորդ տարում առաջացած բոլոր խնդիրները, որոնք ծագել են, լուծվել են»,- ասաց նա:

Գագիկ Մինասյանը նշեց, որ բյուջեի կատարողականի քննարկումներն այս տարի մեկնարկել են ավելի վաղ՝ նախորդ տարիների համեմատ: Պատգամավորն ասաց, որ իր կարծիքով այս ավանդույթը արժե ապագա տարիներին ևս դարձնել օրինաչափություն:

«Երբ ընտրվում է նոր խորհրդարան, այն նախորդ տարվա պետական բյուջեի կատարողականը քննարկում էր սեպտեմբերին, գարնանային վերջին նստաշրջանում ԱԺ-ն չէր աշխատում և սա առաջացնում էր խնդիրներ՝ հաջորդ տարվա բյուջեի ձևավորման հետ կապված: Իսկ երբ քննարկումները անցկացվում են հունիսին, կառավարությունը կարողանում է որոշակի ճշգրտումներ իրականացնել հաջորդ տարվա բյուջեի պլանավորման հարցերում: Կառավարությունը զրկվում էր հաջորդ տարվա բյուջեն լրամշակելու հնարավորությունից, իսկ հունիսին քննարկումն անցկացնելու պարագայում այդ հնարավորությունը գործադիր մարմնին տրվում է»,- ասաց Գագիկ Մինասյանը:

Անդրադառնալով մամուլում հնչած կարծիքներին, որ նախորդ տարվա բյուջեի կատարողականի խորհրդարանական քննարկումները ձանձրալի են, սուր հարց ու պատասխաններ չեն հնչում, Գագիկ Մինասյանը չհամաձայնեց: Պատգամավորն ասաց, որ ձանձրալի տերմինը ամենևին չի բնութագրում խորհրդարանական քննարկումները, որովհետև քննարկումը վեր է հանում այն խնդիրները, որոնք առկա են կատարողականում:

«Խնդիրները, որոնք քննարկվում են, ընթանում են ծրագրային բյուջետավորման ներդրման լույսի ներքո: Մի քանի օր առաջ ընդունեցինք կառավարության գործունեության ծրագիրը,  ֆիքսեցինք առաջին անգամ, որ կառավարությունը բյուջեն պետք է ներկայացնի ծրագրային ձևաչափով: Իսկ սա այն ձևաչափն է, որը պատասխանում է առկա բոլոր մարտահրավերներին: Այսպիսով մենք կապահովենք հանրային ֆինանսների կառավարման շատ ավելի բարձր մակարդակ»,- ասաց Մինասյանը:

Նա շեշտեց, որ ծրագրային ձևաչափով կառավարության ծրագրի ներկայացումը հնարավորություն կա կատարյալ դարձնել դրանց արդյունավետության ստուգման գործընթացը:
