Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) նախագահ Պեդրո Ագրամունտը մտադիր է վիճարկել նախօրեին պատգամավորների ընդունած բանաձեւը, որը թույլ է տալիս կանոնակարգում փոփոխություններ սահմանել։ Այդ փոփոխությունները թույլ կտան սկսել Ագրամունտի պաշտոնաթողության գործընթացը։ Այս մասին հաղորդում է «ՌԻԱ Նովոստի»-ն՝ վկայակոչելով EFE գործակալությունը։

Տվյալ պահին ԵԽԽՎ-ի կանոնակարգում պաշտոնատար անձի հրաժարականի վերաբերյալ դրույթ չկա։ Նա միայն ինքնակամ կարող է հեռանալ։ Ագրամունտին իմպիչմենթ հայտարարելու հարցը դրվեց, երբ այս տարվա գարնանը վեհաժողովը նրան անվստահության քվե հայտնեց՝ Սիրիա այցի պատճառով։

Ագրամունտի ներկայացուցչի խոսքով՝ ԵԽԽՎ-ի ղեկավարն «իր փաստաբանների հետ ուսումնասիրում է իրավաբանական գործընթացներ սկսելու հնարավորությունը»՝ կանոնակարգի փոփոխությունների դեմ։

Ագրամունտը հանդես է եկել նաեւ Եվրոպական Ժողովրդական կուսակցության վերաբերյալ հայտարարությամբ։ Ի դեպ, նա այդ կուսակցության անդամ է, եւ ԵԽԽՎ-ում դրա ներկայացուցիչների 58 տոկոսը կողմ են նրա հրաժարականին։ Ագրամունտը հայտարարել է, որ խորհրդարանական խմբացության ղեկավար Ալեքս Ֆիշերը կուսակցության կանոնադրությանը չհամապատասխանող որոշում է կայացրել՝ երկու շաբաթ առաջ անդամներին չտեղեկացնելով քվեարկության մասին։

Քաղաքական գործչի հայտարարությունում ասվում է ժողովրդավարության վրա երեք հարձակումների մասին՝ չի գործում օրենքի՝ հակառակ ուժ չունենալու սկզբունքը, տեղի է ունենում «անձնավորում», ինչպես նաեւ իր հրաժարականի համար օբյեկտիվ պատճառի բացակայություն եւ «իրավաբանական անորոշության» ստեղծում։ 

Նա հավելել է, որ Սիրիա է այցելել՝ ինչպես ժամանակին այլ քաղաքական գործիչներ այցելել են, օրինակ, Սլոբոդան Միլոշեւիչին եւ Նիկոլայ Չաուշեսկուին։

Ագրամունտը քննադատել է նաեւ ԵԽԽՎ գլխավոր քարտուղար Վոյցեխ Սավիցկիին, որն «արգելափակել է հրաժարականի գործընթացի մաս դառնալու ցանկացած փորձ», բայց «որը նպաստել է, որ վեհաժողովի նախագահը նման օբյեկտ դառնա»։

Ագրամունտի կարծիքով՝փոփոխությունը Եվրոպայի խորհրդի կանոնադրության «թաքնված մոդիֆիկացիան է», որը խաթարում է Նախարաների խորհրդի հեղինակությունը։
