Տնտեսագետներից մեկը կառավարության ծրագրով 5 տոկոս տնտեսական աճի ապահովումը բարդ խնդիր չի համարում, մյուսը` հակառակը

Որքան ցածր է երկրի տնտեսական ակտիվության բազան, այնքան հեշտ է ապահովել տնտեսական աճ: «Արմենպրես»-ի հաղորդմամբ` այս մասին հունիսի 27-ին լրագրողների հետ հանդիպման ժամանակ ասաց լրագրող Հայկ Գևորգյանը: Նրա կարծիքով` Հայաստանի փոքր տնտեսություն լինելու հետևանքով տնտեսական աճը կարող է նաև իներցիայով ստացվել:
«Քանի որ Հայաստանի տնտեսությունը փոքր է և զարգացող, ապա 1,5-2 տոկոս տնտեսական աճի ապահովումը կարող է նաև իներցիայով ստացվել: Զարգացող տնտեսությունների համար 1,5-2 տոկոսը չի համարվում աճ: Կառավարության ծրագրով նախատեսված տարեկան 5 տոկոս տնտեսական աճ ապահովելու համար խնդիրը հավելյալ 2-3 տոկոս աճ ապահովելն է, ինչը չեմ կարծում, թե բարդ խնդիր է: 2012 թվականին ունեցել ենք 7,2 տոկոս աճ միայն այն դեպքում, երբ կտրուկ աճել էին ՌԴ-ից ուղարկվող տրանսֆերտները և պղնձի համաշխարհային գները»,- ասաց Գևորգյանը՝ հավելելով, որ ներկայումս պղնձի համաշխարհային գները մեկ տոննայի հաշվով 5600 դոլար են, իսկ եթե հետագայում դրանք հասնեն, օրինակ, 8000-ի, ապա հնարավոր կլինի ապահովել 2 տոկոս տնտեսական աճ:
Տնտեսագետ Վիլեն Խաչատրյանը, սակայն, տարեկան 5 տոկոս տնտեսական աճ ապահովելը բավականին բարդ համարեց: Նրա կարծիքով` կանխատեսումների տեսանկյունից դրված է բավականին բարձր նշաձող:
«Իմ հաշվարկներով հինգ տարում յուրաքանչյուր տարի 5-տոկոսանոց ՀՆԱ-ի աճ ապահովելու դեպքում 2022 թվականին կունենանք 14 մլրդ դոլարի ՀՆԱ, ինչը կնշանակի, որ մեր բնակչության համար այն կապահովի մեկ շնչի բաժին ընկնող ՀՆԱ-ի աճ 1000 դոլարով»,- ասաց Խաչատրյանը:
Նա նշեց, որ 2022 թվականին արտահանումը ՀՆԱ-ի 40-45 տոկոսը կազմելու դեպքում պետք է ունենանք 6,3 մլրդ դոլարի արտահանման ծավալ: Ներկայումս 1,6 մլրդ դոլար է, և այն պետք է երեք անգամ ավելացնել: Տնտեսագետի խոսքով`սա նշանակում է, որ մեր ամբողջ տնտեսությունը պետք է ներգրավվի այդ գործընթացի մեջ: Ըստ նրա` դրա համար հարկավոր է արտադրություն, որն էլ պետք է փոխարինի ներմուծմանը:
