Սևանից 100 մլն խմ ջուր բաց թողնելով կառավարության հիմնականում նպատակ ունի Սևան-Հրազդան ՀԷԿ-երի համակարգում արտադրվող էլեկտրաէներգիայի ծավալների մեծացնել: Այս մասին Tert.am-ի հետ զրույցում ասաց բնապահպան Լևոն Գալստյանը:
«Նրանց նպատակն է ջուր բաց թողնել և լրացուցիչ էլեկտրաէներգիա արտադրել Սևան-Հրազդան կասկադով: Միայն 100 մլն խմ բաց թողնելուց տարեկան լրացուցիչ 90 մլն կվտ/ժ էլեկտրաէներգիա կարտադրվի: Մնացած հիմնավորումները ուղղակի կողքից գրվել են, որպեսզի ավելի ճոխ երևա»,- նշեց բնապահպանը:
Գալստյանի կարծիքով՝ ակնհայտ է, որ այս տենդենցը ուղղակի աղետալի հետևանքներ կարող է ունենալ Սևանի համար: Ըստ նրա՝ Սևանը ջրային լրջագույն էկոհամակարգ է, որի յուրաքանչյուր տատանումը բերում է ջրի որակի և ամբողջ կենսաբազմազանության խնդիրների:
«Ներդրումային գաղափարախոսության վրա հիմնած կառավարության հետ շատ բարդ է բնապահպանության մասին խոսելը: Դեռևս երկու ամիս առաջ վարչապետը հանձնարարական էր տվել, թե իբր պետք է ճիշտ տնտեսական մեխանիզմներ գտնել 1 մլրդ խմ ավել ջուրը օգտագործելու համար: Արդեն ակնհայտ էր, որ այս կառավարությունը ուղղակի չի հասկանում, թե ինչ է Սևանը: Նրանց կարծիքով՝ Սևանը լողավազան է, որտեղից կարելի է ջուրը բաց թողնել, հետո նորից լցնել, հետո նորից բաց թողնել»,- նշեց նա:
Կառավարությունը հունիսի 23-ի նիստում քննարկել և ԱԺ է ներկայացրել «Սևանա լճի էկոհամակարգի վերականգնման, պահպանման, վերարտադրման և օգտագործման միջոցառումների տարեկան ու համալիր ծրագրերը հաստատելու մասին» Հայաստանի Հանրապետության օրենքում լրացումներ կատարելու մասին» օրենքի նախագիծը: Կառավարության ներկայացրած նախագծի համաձայն՝ նախատեսվում է Սևանից ջրառի ծավալները տարեկան 170 մլն խմ-ից հասցնել 270 խմ-ի։ Ըստ գործադիրի՝ լրացուցիչ ջուրն ուղղվելու է Արարատյան դաշտի մի քանի համայնքների հողատարածքների ոռոոգմանը, ինչպես նաև Սևան-Հրազդան ՀԷԿ-երի համակարգում արտադրվող էլեկտրաէներգիայի ծավալների մեծացմանը:
Ոռոգման նպատակների համար բաց թողնելու մասով բնապահպանը ընդգծեց. «Ասում են ջրամբարներում ջուր պակաս է, իսկ մենք էլ տեղեկություն ունենք, որ ջրամբարներից հատուկ են ջուրը բաց թողնում, որպեսզի հետո ասեն՝ ջրամբարներում ջուրը քիչ է»:
Նրա տեղեկացմամբ՝ կառավարության այս որոշման դեմ հանդես եկող «Սոս Սևան» նախաձեռնությունը արդեն դիմել է Ազգային ժողովին, որպեսզի դեմ քվեարկեն հուլիսի 4-ին կայանալիք արտահերթ նիստում քննարկվելիք նախագծին:
