Սփյուռքի նախարարությունում հույն գործընկերների հետ քննարկել են համագործակցության հեռանկարները

ՀՀ սփյուռքի նախարար ՀրանուշՀակոբյանը հունիսի 26-ին  ընդունել է Հունաստանի Հանրապետությանարտաքին գործերի նախարարի հունական սփյուռքի հարցերով տեղակալՏերենս-Նիկոլաոս Քուիքիին: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ սփյուռքի նախարարության մամուլի և հասարակայնության հետ կապերի վարչությունից՝ հավելելով. «Ողջունելով հյուրին՝ Սփյուռքի նախարարը կարևորեց հայ-հունական քաղաքական երկխոսության և երկկողմ համագործակցության ակտիվացումը, ինչպես նաև՝ տարբեր ոլորտներում միջազգային պայմանագրերի և հուշագրերի ստորագրումը:

Տերենս-Նիկոլաոս Քուիքին շնորհակալություն հայտնեց ջերմ ընդունելության համար  և հավելեց. «Հայաստանի արտգործնախարարություն այցի ժամանակշեշտվեց, որ պետք է սփյուռքի ներուժը օգտագործենք Հայաստան-Հունաստան-Կիպրոս եռակողմ համագործակցության զարգացմանձևաչափով: Մեր ժողովուրդները քրիտոնյա են, համարյա նույնճակատագիրն են ունեցել, և, ցավոք սրտի, ունեցել ենք և ունենք անհաջողհարևան՝ Թուրքիան: Մեր երկու նախարարությունները կարող ենարդյունավետ օգտագործել սփյուռքի ներուժը, միատեղելգործողությունները՝ բանակցելով, կոորդինացնելով, իրազեկելով միմյանց: Լինենք մի ընդհանուր բռունցք: Ես պատրաստ եմ լսել Ձեր առաջարկները ևքննարկել կետ առ կետ: Նաև հիշեցնեմ, որ Կիպրոսի կողմից եռակողմհամագործակցություն ստեղծելու, Կիպրոսում հանդիպելու և եռակողմհամաձայնագիր ստորագրելու առաջարկ է եղել»:

Սփյուռքի նախարար Հրանուշ Հակոբյանը ներկայացրեց հայկական Սփյուռքի ընդհանուր նկարագիրը, Հայաստանի քաղաքականությունը Հայաստան-Սփյուռք գործակցության ոլորտում և հարաբերությունների օրակարգը, գերատեսչության ծրագրերը, սփյուռքի հետ աշխատանքի առանձնահատկությունները:

Նա մասնավորապես նշեց. «Մենք պիտի բռունցքվենք՝ աշխարհում մեր շահերն ու իրավունքները պաշտպանելու համար: Մինչև այսօր աշխատել ենքերկիր-սփյուռք ձևաչափով: Հիմա ժամանակն է զարգացնել սփյուռք-սփյուռք հարաբերությունները: Միջազգային իրավունքի տեսակետից այսօրսփյուռքագիտության մասին կան փոքրիկ հետազոտություններ, չկա նույնիսկ սփյուռքի սահմանումը, չկան հետազոտություններ սփյուռքիիրավունքների ու պարտականությունների, միջպետական, վերպետական, երկկողմանի հարաբերություններում սփյուռքի դերի մասին: Կարող ենքառաջարկել ՄԱԿ-ին՝ հանձնախմբեր ստեղծել այդ հարաբերությունները ուսումնասիրելու, դեկլարացիա և կոնվենցիա ունենալու համար: Կարող ենքԵվրոպայի սփյուռքների համաժողով կազմակերպել և քննարկել այդ հարցերը»:

Զրույցի ընթացքում անդրադարձ կատարվեց վերջերս Կիպրոսի Նախագահի հումանիտար և արտերկրյա հարցերով հանձնակատարի գրասենյակի հետ կնքված փոխմբռնման հուշագրին:  Սփյուռքի նախարարը նշեց, որ Հայաստանը պատրաստ է բանակցել նաև հունական կողմի հետ՝ սփյուռքի հարցերի շուրջ համանման հուշագիր կնքելու համար:

«Հայաստան-Կիպրոս-Հունաստան եռակողմ համաձայնագիրը, կարծում եմ, լուրջ քաղաքական ուղերձ է մեր երկրների սփյուռքներին, որպեսզինրանք համագործակցեն միմյանց հետ, միասնական լինեն ընդհանուր շահերի պաշտպանության գործում», - հավելեց Սփյուռքի նախարարը:
