Հունիսի 22–ին Բրյուսելում հրավիրված՝ Եվրամիության երկօրյա գագաթնաժողովի օրակարգը խիստ կանխատեսելի էր՝ անվտանգության հարցեր, միգրացիոն խնդիրներ, պայքար ահաբեկչության դեմ, բնապահպանություն, Ռուսաստանի դեմ ուղղված պատժամիջոցների երկարաձգում, Brexit.
 
Առաջին մասով այստեղ համոզված են, որ անհնար է այլևս առաջ գնալ փափուկ ուժի միջոցով և ջանում են ռազմական միության ձևավորման և կոշտ ուժի զարգացման միջոցով ավելացնել անվտանգության մակարդակը եվրոպական անհանգիստ սահմանների երկայնքով: Ընդ որում, գագաթնաժողովում պահպանվեց պոլիտկոռեկտությունը և, նկատի ունենալով ԱՄՆ նախագահ Դոնալ Թրամփի դիրքորոշումը, ակնարկվեց, թե այդ որոշումը ոչ թե պայմանավորված է այս կամ երկրին հասցեագրելիք պատասխանով, այլ անվտանգության հարցում սեփական պատասխանատվության մեծ գիտակցմամբ: Արդյունքում՝ ԵՄ–ն կձևավորի նաև ռազմական հիմնադրամ՝ European Defence Fund, որը տարեկան 500 մլն. եվրո կծախսի ռազմա–տեխնիկական հետազոտությունների և ևս 5 մլրդ.՝ ռազմական տեխնիկայի նորացման ու ձեռքբերման ուղղությամբ: Բնականաբար, ՆԱՏՕ–ի հետ համագործակցությունը նույնպես առաջնային խնդիր կդիտարկվի ԵՄ–ի համար: Գերմանիայի կանցլեր Անգելա Մերկելն արդեն իսկ հայտարարել է, թե ԵՄ ռազմական միությունը չպետք է դիտարկել որպես Ալյանսին այլընտրանք:
 
Նշենք նաև, որ այն պահին, երբ գրվում էր նյութը, հայտնի էր նաև ՌԴ–ի հետ կապված որոշումը: Բրյուսելը ևս կես տարով երկարաձգեց Ռուսաստանի դեմ տնտեսական պատժամիջոցները, և կանցլեր Մերկելը դրանք կրկին պայմանավորեց Ուկրաինայով՝ հայտարարելով, թե ճգնաժամը կարգավորելու հարցում առաջընթաց չկա, երկրի արևելքում հրադադարն անընդհատ խախտվում է, իսկ քաղաքական գործընթացը շարունակելու բոլոր հիմքերը փաստացի անորոշ են։ «Նման իրավիճակում միաձայն որոշեցինք երկարաձգել պատժամիջոցները Ռուսաստանի դեմ»,– ասել է Մերկելը՝ չխոստովանելով, որ այդկերպ Բրյուսելն առնվազն զարմացրեց բոլորին: Ի վերջո, օրեր առաջ տարբեր եվրոպական երկրներ, դրանց թվում՝ Գերմանիան, ձայն բարձրացրին ընդդեմ ԱՄՆ պատժամիջոցների, որ վերաբերելու էին նաև Հյուսիսային հոսք 2 նախագծի հետ կապված եվրոպական ընկերություններին: Իսկ այսօր ինքն է մինչև 2018–ի հունվարի 21–ը պատժամիջոցներ սահմանում ոչ միայն ռազմական և ֆինանսական ոլորտներում աշխատող ռուսաստանյան պետական ընկերությունների, այլև նավթային ձեռնարկությունների դեմ՝ տարակուսանքի առիթ դառնալով:
 
Ընդ որում, հարկ է նշել, որ դա գագաթնաժողովի միակ տարօրինակ փաստը չէր. Եվրոհանձնաժողովի նախագահ Ժան Կլոդ–Յունկերը հայտարարել է, թե չի հասկանում՝ ինչի է ուզում հասնել Բրիտանիան իր Brexit–ով, Թերեզա Մեյն էլ այնտեղ է մեղադրել Եվրոպային՝ նշելով, թե ոմանց հետ անհնար է համաձայնության գալ նույնիսկ այնպիսի պարզ հարցում, ինչպիսին Բրիտանիայում ապրող եվրոպացիների հետագա ճակատագիրն է: Ամեն դեպքում, օրվա վերջում պիտի որ ինչ–որ համաձայնության մասին հայտարարություն արվեր՝ քիչ թե շատ հստակություն մտցնելով ոչ միայն այդ, այլև էլի մեծ կրքերի առիթ տվող միգրացիոն և բնապահպանական հարցերում:
