«168 ժամ» թերթը գրում է. «Կարծում եմ, որ պարտավորությունների ցանկը կհստակեցվի, երբ պաշտոնապես կսկսվի ՀՀ-ԵՄ վիզաների ազատականացման երկխոսությունը, որն անհրաժեշտ փուլ է մինչեւ վիզաների ազատականացման անցումը։ Մինչ այս ո՛չ Հայաստանը, ո՛չ Եվրամիությունը դրան պատրաստ չէին։ Եվ ընդհանրապես, կարծում եմ՝ Արեւելյան գործընկերության երկրների հետ ԵՄ-ն քայլ առ քայլ էր գնում այդ ուղղությամբ։

Ինչպես գիտեք, սկզբից Մոլդովայի հետ այդ հարցը լուծվեց, հետո՝ Վրաստանի, ապա՝ Ուկրաինայի։ Այնպես որ, նախկինում Հայաստանի դեպքում այս երկխոսությունը սկսելու հարցը դեռ չէր հասունացել»,- «168 ժամ»-ին ասել Եվրոպական միության Արեւելյան գործընկերության Քաղաքացիական հասարակության ֆորումի Հայաստանի ազգային համակարգող, Երեւանի մամուլի ակումբի նախագահ Բորիս Նավասարդյանը՝ խոսելով ՀՀ-ԵՄ վիզային ռեժիմի ազատականացման հարցի մասին։

Հիշեցնենք, որ անցած շաբաթ ՀՀ-ում ԵՄ առաքելության ղեկավար, դեսպան Պյոտր Սվիտալսկին հայտարարել էր, որ վիզային ռեժիմի ազատականացման հարցը ո՛չ օրերի, ո՛չ էլ ամիսների հարց է, սակայն չի հանվել օրակարգից, եւ պետք է զինվել համբերությամբ:

«Վրաստանի եւ Ուկրաինայի փորձը ցույց է տալիս` վիզայի ազատականացմանը մոտենալու համար երկիրը պետք է ընդունի շատ լուրջ օրենսդրական շրջանակ, լուրջ պայմանավորվածություններ: Սա մի բան է, ինչ պետք է քննարկեն հայերը` արդյոք ժամանակը չէ՞՝ սկսել մտածել օրենսդրական հենքը նախապատրաստելու մասին: Դա կլինի անկեղծ եւ ազնիվ շահագրգռվածության դրսեւորում մեր գործընկերների կողմից: Եթե ցանկանում եք ապացուցել, որ անկեղծորեն հետաքրքրված եք ազատականացման գործում` սկսեք անել այս տնային աշխատանքը»,- ասել էր Պյոտր Սվիտալսկին:

Ըստ Բորիս Նավասարդյանի՝ այս գործընթացում կարեւոր համարվող պարտավորություններն առաջին հերթին՝ վերաբերում են ընտանեկան բռնության կանխարգելման եւ հակախտրականության օրենսդրական կարգավորումներին, նաեւ հնարավոր է, որ կարեւոր լինեն աշխատանքային իրավունքների եւ սոցիալական պաշտպանության հետ կապված որոշ օրենսդրական փոփոխություններ. «Գործընթացը սկսվելուց հետո առնվազն 1 տարի կպահանջվի վիզաների ազատականացման համար, սակայն կարող է ավելի երկար տեւել, եթե համապատասխան պարտավորությունների կատարումը հետաձգվի։

Այս տարի եւ՛ ընտանեկան բռնության կանխարգելման, եւ՛ հակախտրականության օրենսդրության մասին հարցը հետաձգվեց, եւ հիմնական պատճառը, որ ներկայացվում էր, այն էր, որ հանրությունը դեռ պատրաստ չէ։ Այնպես որ, կարծում եմ՝ ՀՀ իշխանությունները միշտ էլ կարող են պատճառներ գտնել այդ հարցը հետաձգելու համար, եթե համարեն, որ քաղաքական իրավիճակը Հայաստանում բարենպաստ չէ, եւ որոշ չափով նաեւ մեր մասնակցությունը ԵԱՏՄ-ում նույնպես կարող է խոչընդոտ լինել, որովհետեւ մենք տեսնում ենք, որ նշված 2 օրենսդրական փոփոխությունների հետ կապված՝ հակառակ գործընթացներ են տեղի ունենում Ռուսաստանում։

Ես չեմ բացառում, որ այս հարցի ներդաշնակեցումը Ռուսաստանի հետ կարող է քաղաքական կարեւոր նշանակություն ունենալ։ Թեեւ դա արտահայտված չէ ԵԱՏՄ որեւէ պարտավորության մեջ, բայց շատ լավ հասկանում ենք քաղաքական համատեքստը»,- ասել է նա»:
