Ագրոէկոլոգ Գալուստ Նանյանն իր Facebook-ի էջում անդրադարձել է Սևանա լճից ջրի բացթողումների տարեկան թույլատրելի քանակը մշտապես խախտելու խնդրին  և նկատել, թե Հայաստանը տարեկան 7,5 միլիարդ խմ ջուր է «ունենում» (առանց Սևանա լճի), որից Ջրային պետական կոմիտեն (ՋՊԿ) կարողանում է կուտակել միայն 1 միլիարդ խմ-ն, իսկ մնացածը մակերևութային գետերով հոսում է հանրապետությունից դուրս։

Նա, մասնավորպես, գրել է .

«Յուրաքանչյուր 5 տարին մեկ՝ (առաջին անգամ 2008 թ-ին, երկրորդ անգամ ՝ 2012 թ-ին) այս տարի նույնպես փորձ է արվում խախտել «Սևանա լճի էկոհամակարգի վերականգնման, պահպանման, վերարտադրման և օգտագործման միջոցառումների տարեկան ու համալիր ծրագրերը հաստատելու մասին» ՀՀ օրենքը, որտեղ Սևանա լճից ջրի բացթողումների տարեկան առավելագույն քանակը սահմանված է մինչև 170 միլիոն խմ:

Այսպես՝ Հայաստանում գետերի վրա կառուցված 79 ջրամբարներում այսօր կարելի է կուտակել մոտ 1 մլրդ խմ ջուր: Իսկ թե ինչու դրանք լիարժեք չեն կուտակվել, Ջրային պետական կոմիտեն դեռ պետք է հարցին պատասխանի... 

Թե ինչպես են կառավարվում ջրային ռեսուրսները մեր երկրում, հայտնի է. մասնագետների պնդմամբ, որպեսզի մենք հասնենք ջրային ռեսուրսների այսպես կոչված՝ բանական օգտագործմանը և լիարժեք պահպանության գաղափարին, ապա ամբողջովին պետք է վերանայենք կառավարման սկզբունքները։ Հայաստանը տարեկան 7,5 միլիարդ խմ ջուր է «ունենում» (առանց Սևանա լճի), որից միայն կարողանում ենք կուտակել միայն 1 միլիարդ խմը, իսկ մնացածը մակերևութային գետերով հոսում են հանրապետությունից դուրս։

Բազմիցս է խոսվել, որ անհրաժեշտ է ամբարել այդ ջրերի գոնե 50 տոկոսը, որի դեպքում Հայաստանը զերծ կմնա անապատացումից, և որքան էլ ջրային ռեսուրսների կառավարման մարմինը ահազանգի, թե երկրում երաշտ է, միևնույն է՝ դա երկրին և գյուղատնտեսությանը չի սպառնա:

Ըստ ՀՀ բնապահպանության նախարարության ջրային ռեսուրսների կառավարման գործակալության տվյալների՝ ընդհանուր ջրօգտագործման ծավալը Հայաստանում տարեկան կազմում է 409 մլն խմ, որի գերակշիռ մասը վերաբերում է ստորերկրյա ջրային ռեսուրսներին՝ տարեկան 378 մլն խմ, իսկ 31 մլն խմ-ն՝ մակերևութային ջրերին։

Հարց է առաջանում՝ ինչո՞ւ է ամեն անգամ ՀՀ էներգետիկայի և բնական պաշարների նախարարության Ջրային պետական կոմիտեն «խնդրում» Սևանից ավելի ջուր խլելու մասին, այն դեպքում, երբ մինչև հողօգտագործողին հասնելը ոռոգման ջուրը ճանապարհին կորուստ է ունենում առնվազն 30-40 %:

Ոլորտի մասնագետները դժգոհում են, որ այդքան գումարներ են ներդրվում երկրի ոռոգման ցանցը կարգի բերելու համար, սակայն կորուստները չեն նվազում։ Եվ ամեն գարնան գալուն պես՝ կոմիտեն պետք է ոչ թե իր հույսը դնի Սևանի վրա` փորձելով ավելացնել լճից ոռոգման համար նախատեսվող ջրի ծավալները, այլև ամեն ինչ անի լուծելու առկա ջրի կորուստների հարցը:

Հ.Գ. Այսօր ՀՀ կադաստրում գրանցված է 208 հա հազար ոռոգելի հող, որն ապահովում է գյուղատնտեսության գյուղմթերքի արտադրության հիմնական` 80 տոկոսը:

Իսկ այդ չափաքանակի միայն 130 հազար հա-ն է ոռոգման ջրով սպասարկվում ՋՕԸ-ի կողմից»:
