«Փաստ» օրաթերթը գրում է.

«Իրազեկ և պաշտպանված սպառող» ՀԿ նախագահ Բաբկեն Պիպոյանը «Փաստի» հետ զրույցում տեղեկացրեց, որ «Նուտրիցիա Նուտրիլոն Պրոնուտրա Պլյուս» 1,2,3 տեսակի կերերի անհասկանալի ծագման մասին տեղեկությունը հրապարակելուց հետո իրենք նույնպես ուսումնասիրություն են իրականացրել:

«Մենք ուսումնասիրել ենք ԵԱՏՄ միասնական ռեեստրը, պարզելու համար, թե արդյոք նշված սննդամթերքը գրանցվա՞ծ է այնտեղ: Այս պահին երևացող ռեեստրի հրապարակային հղումների մեջ նշված ապրանքներից որևէ մեկի մասով որևէ նշում չկա: Մինչդեռ կամայական խմբաքանակի ապրանքատեսակ երրորդ երկրից կարող է ներմուծվել Հայաստան միայն և միայն այն դեպքում, եթե վերջինը գրանցված է միասնական ռեեստրում»,– ասաց Բ. Պիպոյանը:

Նա նաև տարօրինակ համարեց, որ մինչ այս պահը ՍԱՊԾ–ի կողմից չի հրապարակվել միասնական ռեեստրի համարը, ինչը հիմք է տալիս ենթադրելու, որ տեղի է ունեցել օրենքի կոպիտ խախտում: Եվ նախ հարկավոր է պարզել, թե ինչու է օրենքի պահանջը խախտվել, քանի որ ներմուծվել են ապրանքներ, որոնց մուտքը Հայաստան, փաստորեն, արգելված է եղել միասնական ռեեստրում գրանցված չլինելու պատճառով:

Հարցին, թե ներմուծման ժամանակ ներկայացված փաստաթղթերի փափեթն արդյոք հիմք չէ՞ համարելու, որ ներմուծումն իրականացվել է օրինական հիմքով, «Իրազեկ և պաշտպանված սպառող» ՀԿ նախագահը պատասխանեց.

«Որևէ փաստաթղթային փաթեթ բացարձակ որևէ նշանակություն ունենալ չի կարող, քանի որ կա օրենք և կարգ, որը հարկավոր է պահպանել: Եթե նույնիսկ ՍԱՊԾ–ն տեղում ապրանքը փորձաքննության ենթարկի ու համարի անվտանգ, ապա կրկնում եմ, դա բավարար չէ, քանի որ երրորդ երկրից ՀՀ տարածք կարող է սննդամթերք ներմուծվել միայն և միայն այն դեպքում, եթե ապրանքի տվյալ տեսակը գրանցված է ԵԱՏՄ միասնական ռեեստրում: Եվ հորդորում եմ Սննդամթերքի անվտանգության պետական ծառայությանը հրապարակել միասնական ռեեստրի գրանցման համարները, քանի որ իրենց իսկ կողմից հրապարակված ցանկում «Նուտրիցիա Նուտրիլոն Պրոնուտրա Պլյուս» 1,2,3 տեսակի ապրանքատեսակները, որոնց մասին խոսք է գնում, բացակայում են: Իսկ եթե այնուամենայնիվ ՍԱՊԾ–ն չհրապարակի այն, ապա ճիշտ կլինի, որ այս գործով զբաղվի դատախազությունը»:

Ի դեպ, մեզ հետաքրքրում էր նաև, թե մանկական կեր ներմուծելու իրավունք ստանալու համար որտեղ պետք է գրանցվել և ինչ է դրա համար հարկավոր: ՍԱՊԾ թեժ գծից մեզ տեղեկացրին, որ իրենք նման գործառույթով չեն զբաղվում և խորհուրդ տվեցին դիմել պետռեգիստր: Պետռեգիստից էլ մեզ տեղեկացրին, որ որպես գործունեության տեսակ այն ենթակա չէ ավելացման կամ գրանցման, պարզապես այդ մասին հարկավոր է տեղեկացնել ՊԵԿ–ին:

Մինչդեռ, ՀՀ կառավարության 2016 թ–ի դեկտեմբերի 22–ի N 1339–Ն որոշման համաձայն` պարենային արտադրանքի գրանցումը հանձնարարվել է Սննդամթերքի անվտանգության պետական ծառայությանը, իսկ ոչ պարենային արտադրանքի գրանցման մասով՝ շուկայի վերահսկողության տեսչական մարմնին:
