Աշխարհում չկա այնպիսի երկիր, որ կառավարության ծրագրում գրի՝ երկիրը պետք է վտանգավոր լինի, քաղաքացին աղքատ լինի, բիզնեսը հովանավորչությամբ զարգանա և այլն: Ընդհանուր ընդունելի նորմեր են գրված, որևէ արտառոց բան չկա: Այսպիսի հայտարարություն է արել տնտեսագետ Վահագն Խաչատրյանը «Ազատություն» ռադիոկայանի եթերում՝ խոսելով ՀՀ կառավարության ծրագրի մասին:  

Նրա կարծիքով՝ ՀՀ-ն այսօր այնպիսի օրհասական վիճակում է հայտնվել, որ շատ յուրահատուկ մոտեցումներ են պետք այս վիճակից դուրս գալու համար: Ըստ տնտեսագետի՝ նույնիսկ ծրագիրը կարող է լինել 1-2-3 էջանոց, հիմնական ուղղություններով, որոնք կարող են մեր կյանքում էական նշանակություն ունենալ՝ հատկապես վստահության առումով: Եթե մարդիկ վստահեն կառավարությանն ու իշխանությանը, այդքանը բավարար է, որ կյանքում որակական փոփոխություն լինի:

«Կարդացել եմ կառավարության ծրագիրը, բայց, հավատացեք, այդպես շատ լուրջ վերաբերվել այդ փաստաթղթին, խորհուրդ չեմ տա: Վերցրեք նախորդը, նախորդի նախորդը, դրա նախորդը, այդ ամենն այնտեղ կա գրված: Բայց ոչ ոք չի հետևել՝ դա կատարվել է, թե ոչ»,-նկատել է Վահագն Խաչատրյանը:

Անդրադառնալով կառավարության ծրագրում աղքատության թվի նվազեցմանը, ըստ որի՝  նախատեսվում է առնվազն 12 տոկոսային կետով նվազեցնել այն, տնտեսագետը նշել է. «Իրականում ՀՀ-ում այդպիսի խնդիր կա, բայց ինչի՞ պատճառով է մարդկանց 29.8 տոկոսը դարձել աղքատ, այդ քաղաքականությունը փոխվում է, չէ՞: Դա հետևանքն է նրա, որ մեզ մոտ փոքր ու միջին բիզնեսը, որպես այդպիսին, վերանում է, և հովանավորչություն ունի հատկապես խոշոր բիզնեսը»,-ասել է տնտեսագետը:

Նրա կարծիքով՝ մեզ մոտ միջին խավ ձևավորելու խնդիր դրված չէ, որովհետև դա քաղաքական խնդիր է: Ըստ նրա՝ աղքատությունը միշտ կլինի: Աղքատության վրա պետք է շեշտադրում չանել, պետք է մարդկանց հնարավորություն տալ գործարարությամբ զբաղվել:

«Հավատացնում եմ, մեթոդոլոգիական առումով հիմա ես կնստեմ, կհաշվարկեմ, 29.8 տոկոսը կդառնա 12 տոկոս կամ 10 տոկոս: Դա կախված է, թե ինչ չափանիշ եք դնում: Եկամուտների ինչ չափանիշ եք դնում, որից վերև կամ ներքև կհամարվի աղքատ: Նայած, թե այդ աղքատի սպառողական զամբյուղում ինչ է ներառվում: Կարող են մի ապրանքատեսակ մտցնել, որի գինը նվազել է, և աղքատների թիվը նվազել է»,-նշել է Վահագն Խաչատրյանը:

Նրան՝ որպես մասնագետի, աղքատությունն այդ 12 տոկոսային կետով իջեցնելը ոչինչ չի ասում: Տնտեսագետի խոսքով՝ դա գրված է նրա համար, որ ասեն, թե՝ տեսեք, ուշադրություն ենք դարձնում:

«Ինն ամիս առաջ թիվ չկար, հիմա մի 3-4 թիվ են վերցրել: Թվերն էլ շատ ճոխ չեն, երբ այլ բնագավառների հետ կապված կարելի էր թվեր գրել, օրինակ՝ Երևանի մետրոյի շինարարության հետ կապված թվեր: Կարող էին դեպի Դավիթաշեն, Աջափնյակ մետրոյի կայարաններ կառուցելու թվեր գրել, այսքան գումար դնենք, կառուցենք, սա ամենաիրատեսականն է, ես չգիտեմ, ինչու չեն գրել: Այդտեղ երևի իրենք անձնական շահեր չունեն դրա համար»,-ասել է Վահագն Խաչատրյանը:
