«Առավոտ» թերթը գրում է.
«Փաստացի կարող ենք ասել, որ ԱՄՆ-ն առաջարկել է հետ գնել վաճառված ինքնիշխանությունը: ԱՄՆ առաջարկն ընդունելու դեպքում՝ լուրջ ռիսկեր են առաջանում ռուսական էներգետիկ ընկերությունների, մասնավորապես՝ «Գազպրոմ Արմենիա» ընկերության հետագա գործունեության եւ առհասարակ՝ Հայաստանում ռուսական քաղաքական եւ տնտեսական ազդեցության համար: Հակված եմ մտածելու, որ ԱՄՆ-ը գիտակցում է սա, եւ առաջարկը հավասարապես ուղղված է նաեւ ռուսական կողմին, եւ այս կոնտեքստում պատահական չէր «Գազպրոմ»-ի վարչության նախագահ Ալեքսեյ Միլլերի անսպասելի այցը Հայաստան: ԱՄՆ առաջարկը ներկայումս լրջագույն քննարկման փուլում է, եւ ՀՀ իշխանությունները թայմ-աութ են վերցրել շահագրգիռ կողմերի հետ խորհրդակցություններ անցկացնելու որոշում կայացնելու համար»,-«Առավոտ»-ին տված հարցազրույցում նշեց Եվրոպական ուսումնասիրությունների կենտրոնի ղեկավար Արթուր Ղազինյանը՝ անդրադառնալով ՀՀ-ում ԱՄՆ դեսպան Ռիչարդ Միլսի՝ ՀՀ էներգետիկայի բնագավառում 8 մլրդ դոլարի ներդրումային հեռանկարի մասին հայտարարությանը:
«Վստահ եմ, որ արձագանք կլինի, քանի որ սա ունիկալ հնարավորություն է մոդեռնիզացնելու Հայաստանը եւ Իրանի հետ էներգետիկ ոլորտում ընդլայնված եւ համապարփակ համագործակցություն հաստատելու համար: Եթե մեր հասարակության համար ավելի պարզ լինի, թե ինչ է նշանակում 8 մլրդ դոլարի ներդրումը Հայաստանի համար, ապա ասեմ՝ մոտավորապես այդքան է գնահատվում NABUCCO գազատարի գինը, որը նախատեսում էր ադրբեջանական գազը տեղափոխել Եվրոպա, որը առաջինը՝ շրջանցում էր Հայաստանը, երկրորդը՝ հսկայական գազադոլարների մուտք էր ապահովելու Ադրբեջանի բյուջե, եւ երրորդը՝ այն տապալվեց, քանի որ ԱՄՆ էներգետիկ ընկերությունները չհամաձայնեցին ներդրում անել այդ նախագծի մեջ:
Դե հիմա պատկերացրեք, թե ինչ գին ու նշանակություն ունի այս առաջարկությունը, որին ՀՀ իշխանությունը պետք է արձագանքի եւ հայտնի իր հանձնառությունը շարունակելու երկխոսությունն այս ուղղությամբ»,-հավելեց մեր զրուցակիցը»:
