Ընդունել գյուղատնտեսության մասին օրենք եւ կազմակերպչական հարցերում լինել ավելի ուշադիր

Երկրում ստեղծված գյուղատնտեսական եւ հատկապես մթերումների հետ կապված խնդիրների պատճառը ՀՀ ԱԺ ՀՀԿ խմբակցության պատգամավոր Լեռնիկ Ալեքսանյանը տեսնում է գյուղատնտեսության մասին օրենքի բացակայության մեջ :
Ալեքսանյանը շեշտում է, որ միայն նման օրենքի առկայությունը կարող է մի շարք օբյեկտիվ խնդիրներ լուծել: Ըստ նրա, միակ տարբերակը տնտեսությունների խոշորացումն է: «Եթե գյուղատնտեսությամբ զբաղվի 500 ֆերմեր, կամ գյուղերում գյուղատնտեսությամբ զբաղվի ոչ թե բնակչության 80, այլ 8-10 տոկոսը, ապա այդ ժամանակ խնդիրներ չեն առաջանա: Պետք է ֆերմերը փնտրի դրսում իր մթերքն արտահանելու ելքեր: Միայն տեղական կազմակերպությունների վրա չպետք է հույսը դնի»,- ասաց Լեռնիկ Ալեքսանյանը:
Նրա այս գաղափարն ու առաջարկությունը անիրատեսական է համարում ՀՀ ԱԺ ԲՀԿխմբակցության պատգամավոր Լյովա Խաչատրյանը: Պատգամավորի գնահատմամբ, նման փոփոխությունների համար նպատակահարմար ժամանակ չէ, քանի որ գյուղերում բացի գյուղատնտեսությունից այլ աշխատանք չկա: Խաչատրյանն առաջարկում է ոչ թե էժան վարկեր տալ գյուղացուն, այլ անտոկոս:
«Վարկը վարկով փակելը գյուղացուն չի փրկի»,- հակադարձում է Ալեքսանյանը` հավելելով, որ գյուղացին արդեն բազմաթիվ պարտքեր ունի: ՀՀԿ-ական պատգամավորը համոզված է, որ միայն կառավարության օժանդակությամբ անհնար է խնդիրը լուծել, պետք է մասնավոր կառույցները ոչ թե առեւտրի ոլորտում ներդրում կատարեն, այլ գյուղատնտեսության: Խաչատրյանն էլ շեշտում է, որ շուկայի կազմակերպման խնդիր կա: Բացի կառավարությունից, պատասխանատու կառույցներից, նաեւ դեսպանատները պետք է կարողանան դրսում շուկաներ փնտրել: Պատգամավորը շեշտում է, որ արտասահմանում հաճախ է հանդիպել դեսպանների, ովքեր տարատեսակ առաջարկներ են ներկայացրել հենց գյուղատնտեսության վերաբերյալ: Ըստ Խաչատրյանի, Հայաստանի առջեւ բացվել է մի հսկայական շուկա, որն այդպես էլ չենք կարողանում օգտագործել: ԲՀԿ-ական պատգամավորի այս մտքի հետ էլ համամիտ չէ Ալեքսանյանը: Ըստ նրա, ԵԱՏՄ-ին անդամակցությունը սխալ որոշում էր, պարզապես ոչ ոք չէր կարող կանխատեսել, որ մեկ տարվա ընթացքում ռուսական ռուբլին այդքան կարժեզրկվի, եւ տնտեսությունը կհայտնվի ճգնաժամի առաջ:
«Իրականում ռուսական ռուբլին, որեւէ կապ չունի նրա հետ, որ մենք ունենք կազմակերպչական խնդիրներ: Բազմաթիվ շուկաներ փակվեցին Ռուսաստանի առաջ պատժամիջոցների պատճառով, բայց մենք չկարողացանք դրանից օգտվել: Մենք թողնում ենք, որպեսզի մեր խնձորը պահեստում մնա, իսկ Ռուսաստանը խնձոր է ներկրում Չիլիից»,- ասաց Լյովա Խաչատրյանը` հավելելով, որ կազմակերպչական խնդիրներին պետք է ներգրավված լինեն ոչ միայն պատասխանատու կառույցները, այլեւ դեսպանատները, դրսի հայկական կառույցները:
