Արցախն օր առաջ պետք է վերադառնա բանակցային սեղանի շուրջ. քաղաքագետ
«Կառավարությունը ԵԱՀԿ Մինսկի խմբից պետք է ավելի հստակ պահանջի, որ միջնորդներն աշխատեն հանուն նրա, որ Արցախը լիակատար վերադառնա բանակցային սեղանի շուրջ: Պետք է ոչ թե վաղը կամ մյուս օրը վերադառանա, այլ այսօր: Պետք է հստակ հասկանանք,որ տարածքային հարցերը չի կարելի որեւէ մեկի հետ քննարկել, բացի Արցախի Հանրապետության ժողովրդից»,- լրագրողների հետ զրույցում նման տեսակետ հայտնեց քաղաքագետ Սերգեյ Շաքարյանցը:
 
Այսօրվա արտաքին քաղաքականության մեջ քաղաքագետը մի քանի մարտահրավեր է առանձնացնում, որոնցից առաջնայինն Արցախյան հակամարտությունն է:
Շաքարյանցն արտաքին քաղաքականության կարեւոր հարց է համարում  հայ-թուրքական հարաբերությունների վերջնական կասեցումը:
 
 
«Ամբողջ աշխարհին արդեն իսկ հայտնի է, որ հարաբերությունները տապալվել են ու մեղավորն է Թուրքիան: Մեր Կառավարությունը պետք է լիովին հրաժարվի այդ փաստաթղթից, բոլորը գիտեն, որ դա տապալված է, անիմաստ ձգձգելու հարկ չկա»:
Ըստ քաղաքագետի պետք է վերջնականապաես կարգավորել ԵՄ-ի հետ հարաբերությունների հարացը: Նրա խոսքով, եթե ԵՄ-ի հետ հարաբերությունները խաթարում են մեր այլ երկրների հետ հարաբերություններն, ապա պետք է համագործակցության այլ ձեւաչափ առաջարկել:
 
«Մենք վառ օրինակ ունենք մեզ համար` Ուկրաինան, թեպետ մենք առանձնակի մեծ արդյունաբերություն չունենք, բայց կարող են արգելել արտադրել մեր սմետանը եւ այլն: Նրանք կարող են գալ, մեզ ասել, որ ԹՈՒՄՈ-ն փոքրիկ ՀՀ-ին պետք չէ, փակեք: Մենք ինչ երաշխիք ունենք, որ ձեռնարկությունների ցանկը կարող է մեծանալ, հավանաբար այն,որ ԱՄՆ դեսպան Միլզն ասել է, թե 8 մլրդ դոլարի ներդրում  են անելու էներգետիկ ոլորտում: Ժողովրդական խոսքով ասած` մեկը պետք է նրան ասեր` տո սուտը մեռնի, քանի որ մեր ամբողջ էներգետիկ համակարգն այդքան չարժե»,-ընդգծեց քաղաքագետը:
