Հակամարտության գոտում մշտական լարվածության պահպանումը, ըստ էության, Ադրբեջանի արձագանքն է իր իսկ արտաքին գործերի նախարարության եւ ղեկավարության անհաջող դիվանագիտական գործունեությանը: «Արմենպրես»-ի հետ զրույցում նման տեսակետ հայտնեց ռուս քաղաքագետ Ստանիսլավ Տարասովն՝ անդրադառնալով հունիսի 16-ին և 17-ին ադրբեջանական կողմի իրականացրած հերթական սադրանքներին, որոնց արդյունքում չորս հայ զինծառայող է զոհվել:
«Ադրբեջանը փակուղի է մտել բոլոր ուղղություններով: Նրանք չեն կարող համաձայնության գալ, եւ այդ իրադարձությունները տեղի են ունենում համանախագահների՝ Բաքու կատարելիք այցի նախօրեին Ստեփանակերտ եւ Երեւան այցելելուց հետո: Իրավիճակի սրման այս դեպքը միտված է բանակցային գործընթացի տապալմանը: Այն պայմանները, այն օրակարգը, որ առաջարկում են համանախագահները, եւ որը քննարկվում է այժմ եւ քննարկվել է Ստեփանակերտում եւ Երեւանում, ձեռնտու չէ Ադրբեջանին: Նա գնում է սրման ճանապարհով՝ այս կերպ սադրելով Արցախին զինված հակամարտութան»,-ընդգծեց նա:
Հարցին, թե ի՞նչ է Ադրբեջանը ցանկանում ասել վերջին ամիսներին արդեն երկու անգամ անցկացվող լայնամասշտաբ զորավարժություններով, քաղաքագետը պատասխանեց.
«Հենց այդ զորավարժությունները ներքին ցուցիչներն են այն բանի, որ Ադրբեջանը ուժային հակամարտությունը դիտարկում է որպես գլխավոր, այսինքն՝ հրապարակայնորեն է դա ցուցադրում, սակայն իրականում այն միջոցներից մեկն է ճնշում գործադրելու Ստեփանակերտի եւ Երեւանի վրա, որպեսզի բանակցային գործընթացում հասնեն զիջումներ: Ես անկեղծորեն դեռ չեմ կանխատեսում ինչ-որ լուրջ զինված հակամարտութուն, քանի գնում է դիրքերի հստակեցման հետ կապված պայքար: Հայաստանը չպետք է տուրք տա սադրանքների եւ ամեն դեպքում պետք է «խաղադրույք կատարի» քաղաքական-դիվանագիտական կարգավորման վրա: Արդեն վաղուց ակնհայտ է, որ Ադրբեջանն է հանդես գալիս որպես ագրեսիվ կողմ, եւ հատկապես որ Մինսկի խումբը հիմք է ընդունում Սանտկ Պետերբուրգի համաձայնությունները, որոնք ենթադրում են մոնիթորինգի համակարգի ներդրում: Եթե այս մեխանիզմը գործի, ապա միջազգային դիտորդները կկարողանան իրավիճակի շատ ավելի օբյեկտիվ պատկեր ստանալ, ինչը Բաքվին ձեռնտու չէ»:
