Գյումրիում օգոստոսին շահագործման կհանձնվեն սոցիալական բնակարաններ: 
Գյումրու քաղաքապետարանի և «ԱՌԴԱ» բարեգործական հիմնադրամի համագործակցության արդյունքում, Գյումրիում շարունակվում են սոցիալական բնակարանների կառուցման աշխատանքները: Աշխատանքներն իրականացվում են փուլերով: Նախատեսված է առաջին փուլում շահագործման հանձնել 11 բնակարան: Այս բնակարանների շինարարական աշխատանքներն արդեն ավարտված են և ընթացքի մեջ են ներքին հարդարման աշխատանքները, որոնք կավարտվեն առաջիկա մեկ շաբաթվա ընթացքում: Այս աշխատանքներին կհետևեն արտաքին կոմունիկացիոն ցանցերի մոնտաժման աշխատանքները: Այդ, ինչպես նաև շահառուների ընտրության չափորոշիչների հաստատման հետ կապված որոշ խնդիրներ քննարկելու նպատակով հունիսի 16-ին  Գյումրու քաղաքապետի հետ հանդիպում ունեցավ «ԱՌԴԱ» բարեգործական հիմնադրամի գործադիր տնօրեն Հրահատ Ստեփանյանը: «Աշխատանքները հրաշալի են կատարված: Մնում են արտաքին կոմունիկացիոն համակարգերի հետ կապված աշխատանքները: Բնակարաններն ունենալու են լոկալ ջեռուցման համակարգեր, խոհանոցային կահույք: Ես վստահ եմ, որ սա սկիզբն է, որը շարունակություն կունենա»,-նշեց պատասխանատուն: Արտաքին կոմունիկացիաների և տարածքի բարեկարգման հետ կապված խնդիրներն, ըստ նախնական պայմանավորվածության, լուծելու է Գյումրու քաղաքապետարանը: Մինչ բնակարանների շահագործման հանձնումը, որին ներկա կլինեն նաև բարերարները, քաղաքապետարանի կողմից կմշակվի և կկազմվի շահառուների ցանկ: 
Ըստ պայմանավորվածության՝ սոցիալական բնակարանների շահառուներ են լինելու տնակներում բնակվող հաշմանդամ կամ միայնակ ծերերը՝ բացառությամբ 1 բնակարանի,  որը կտրվի բազմազավակ ընտանիքի: 11 բնակարանից 10-ը 1-սենյականոց են, իսկ 1-ը՝ 3: Բնակարանները կտրվեն անժամկետ, բայց առանց սեփականության իրավունքի. բնակարանները համայնքի սեփականությունն են հանդիսանալու: Դոնորի հետ նախնական պայմանավորվածության համաձայն՝ բնակիչների կոմունալ ծախսերի հարցը, հնարավոր է, ևս լուծվի բարերարների օգնությամբ: «Հիմա պետք է նախ սահմանենք ճիշտ չափորոշիչներ և կատարել ընտանիքների ճիշտ ընտրություն»,-լրագրողների հետ հանդիպման ժամանակ նշեց  Հրահատ Ստեփանյանը:
Սոցիալական բնակարանների կառուցման նպատակով Գյումրու քաղաքապետ Սամվել Բալասանյանը և «ԱՌԴԱ» բարեգործական հիմնադրամի գործադիր տնօրեն Հրահատ Ստեփանյանը 2016 թվականի հուլիսին կնքել էին համագործակցության հուշագիր, որը նպատակ ուներ «Գյումրին առանց տնակների» ծրագրի շրջանակում համագործակցել և սոցիալապես անապահով ընտանիքներին ապահովել սոցիալական բնակարանով:
Ըստ ծրագրի՝ սոցիալական բնակարանները կառուցվում են ոչ հիմնովին, այլ որպես քաղաքում առկա կիսակառույց բնակելիների շարունակություն՝ միաժամանակ լուծելով երկու կարևոր խնդիր՝ կիսակառույցների և անօթևանության:
