Գյուղնախարարը կարկտահարության խնդիրների լուծումը տեսնում է հակակարկտային ցանցերի և ապահովագրության ներդրման միջոցով

ՀՀ կառավարությունը գյուղատնտեսության ոլորտում 2018 թվականից սկսելու է հողատարածքների վրա ցանցերի տեղադրման և ապահովագրության համակարգի ներդրման պիլոտային ծրագրեր: Այդ մասին կառավարության նիստից հետո լրագրողների հետ զրույցում նշեց ՀՀ գյուղատնտեսության նախարար Իգնատի Առաքելյանը՝ անդրադառնալով հարցին, թե ինչպիսի աջակցություն է սպասվում կարկտահարությունից տուժած համայնքներին: Նախարարի խոսքով՝ վարկերի սառեցումը, հետաձգումը և հարկերի, տուրքերի զրոյացումը կամ հետաձգումը հարցի լուծում չէ, դրանով հնարավոր չէ փոխհատուցել կրած ամբողջ վնասը: «Ամբողջ վնասի փոխհատուցումը ապահովագրական համակարգն է, հակակարկտային ցանցերն են, և դրանք էլ թանկ և երկարաժամկետ գործիքներ են»,- «Արմենպրես»-ի հաղորդմամբ, ասաց նա և նշեց, որ այդ ամենը կառավարության ծրագրում ներառված է:
«Ամենամեծ խնդիրն է, որ այսօր մեզ մոտ գյուղատնտեսությունը ապահովագրված, ապահովված չէ, դա ռիսկ է: 2018 թվականից սկսվելու են ցանցերի և ապահովագրության պիլոտային ծրագրերը: Ես հույս ունեմ, որ երկու-երեք տարվա ընթացքում տնտեսությունը կհասնի նրան, որ շուկայում կձևավորվի վճարունակ պահանջարկ՝ այդ համակարգերի ներդրման նկատմամբ, իսկ եթե ոչ՝ պետք է համապատասխան մեխանիզմ գտնենք, թե ինչպես պետք է ապահովենք, ինչպես աջակցենք այդ ծրագրերին»,- ասաց նա:
Միաժամանակ, Իգնատի Առաքելյանը, անդրադառնալով գյուղացիների խնդիրներին, ասաց, որ գյուղացին է այսօր որոշում՝ զբաղվե՞լ գյուղատնտեսությամբ, թե՞ ոչ: «Ինքը պետք է հաշվարկի իր ռիսկերը. կարկտահարություն, ցրտահարություն, բնական և ոչ բնական աղետներ, որովհետև ինքը կարող է լավ չաշխատի, և իր բերքը փչանա»,- ասաց նախարարը՝ հավելելով, որ հակակարկտային ցանցերի և ապահովագրման ներդրումից հետք գյուղացին ավելի ապահով կլինի: Հարցին, թե գյուղատնտեսությամբ զբաղվելն այսօր, արդյոք, ձեռնտո՞ւ է՝ Իգնատի Առաքելյանը պատասխանեց. «Եթե ֆինանսական ռեսուրսներ կան, ապա՝ այո»:
