Բնապահպանության նախարարությունը կառավարության դատին է ներկայացրել մի նախագիծ, որը ենթադրում է ընդերքի օգտագործման աշխատանքներում թափոնների առաջացման կանխարգելմանը, վտանգավոր նյութերի և պրոցեսների կրճատմանը կամ բացառմանը միտված չափորոշիչների սահմանում՝ լավագույն տեխնոլոգիաների ներդրմամբ: Այս մասին որոշման նախագիծը ներառված է այսօր կայանալիք կառավարության նիստի օրակարգում:

Լավագույն տեխնոլոգիաների ներդրումը ենթադրում է հումքի և էներգետիկ ռեսուրսների լիարժեք օգտագործում: Ծրագիրը կնպաստի էկոլոգիապես մաքուր տեխնոլոգիաների ներդրման միջոցով թափոնների գոյացման ծավալների և շրջակա միջավայրի վրա դրանց հնարավոր վնասակար ազդեցության նվազեցմանը:

Նախագծում կարդում ենք, որ թափոնների գործածության ոլորտում պետական քաղաքականության հիմնական ուղղությունը թափոնների գոյացման ծավալների և դրանց հնարավոր վտանգի նվազեցումն է: Սա էլ իր հերթին 3 ուղղությունի ունի՝ նորագույն գիտատեխնիկական նվաճումների օգտագործումն անթափոն և սակավաթափոն տեխնոլոգիաների ներդրման միջոցով, նյութահումքային ռեսուրսների համալիր օգտագործում թափոնների կրճատման նպատակով և հետագա օգտագործման համար ոչ պիտանի թափոնների անվտանգ հեռացման ապահովումը համապատասխան տեխնոլոգիաներով` էկոլոգիապես անվտանգ մեթոդների ու միջոցների կիրառմամբ:

Ըստ նախագծի՝ լավագույն հնարավոր տեխնոլոգիաների ներդրմանը ներկայացվող չափորոշիչներից են արդյունաբերական ծավալներով հաջողությամբ փորձարկված գործունեության պրոցեսների և  մեթոդների ներդրումը, էկոլոգիական ցուցանիշների բարելավումը, արտադրության արդյունավետության բարձրացումը, թափոնների կառավարմանն ուղղված ծախսերի նվազեցումը, ռեսուրսների` հումքի, ջրի և էլեկտրաէներգիայի օգտագործման և արտադրանքի ինքնարժեքի նվազեցումը, այլ արտադրություններից և մարդու կենսագործունեության արդյունքում գոյացած թափոնների հիմքի վրա արտադրությունների կազմակերպումը և այլն:

Ընդերքօգտագործման թափոնների կառավարումն առկա լավագույն տեխնոլոգիաների համաձայն ներառում է մի շարք միջոցառումների գնահատում: Դրանցից են ընդերքօգտագործման թափոնների ծավալների նվազեցումը, ընդերքօգտագործման թափոնների այլընտրանքային օգտագործման ընդլայնումը՝ որպես լցանյութի օգտագործում, օգտագործում այլ հանքերի վերականգնման ընթացքում, օգտագործում լցման ընթացքում, փոշու առաջացման կանխարգելումը, ստորգետնյա ջրերի մոնիթորինգ ընդերքօգտագործման թափոնների օբյեկտների շրջանում, պոչամբարում ջրի մեջ արտազատման կանխարգելումը կամ նվազեցումը, թթվային հոսքերի մշակումը, ինչպես նաև պոչանքների չորացումը:

Նշենք նաև, որ այս նախագիծը ոչ բոլոր նախարարությունների «սրտով» է: Մասնավորապես Էներգետիկ ենթակառուցվածքների և բնական պաշարների ու Տնտեսական զարգացման և ներդրումների նախարարությունների կողմից այն չի ընդունվել: Որպես բացատրություն է նշվում այն, որ միջազգային փորձի համաձայն առկա լավագույն տեխնոլոգիան կամ բնապահպանական իմաստով լավագույն տնտեսական գործունեությունը չի ենթադրում թափոնների վերամշակման կամ վնասազերծման կոնկրետ տեխնոլոգիա, այլ ենթադրում է մոտեցումներ, մեթոդներ, չափորոշիչներ, որոնց միջոցով կարելի է հասնել մարդու առողջության և շրջակա միջավայրի վրա վնասակար ներգործության նվազեցմանը:
